The Leader of the Opposition (officially the Leader of Her Majesty's Most Loyal Opposition in the British Virgin Islands) is the leader of the largest political party in the House of Assembly that is not in government. Julian Fraser
Julian Fraser (born 5 July 1950) is a British Virgin Islander politician who formerly belonged to the opposition Virgin Islands Party in the British Virgin Islands, and in August 2018 formed a new party, Progressives United. He is the current Leader of the Opposition. He is currently the elected member for the Third District (Sea Cow's Bay), a position which he has held since the 1999 general election. He was elected as Chairman of the Virgin Islands Party on 28 May 2014. After the 2015 general election, he was officially appointed the Leader of the Opposition under the Constitution. British Virgin Islands General Election, 2015
General elections were held in the British Virgin Islands on 8 June 2015 to elect members to the House of Assembly. The result was a landslide victory for the incumbent National Democratic Party (NDP) over the opposition Virgin Islands Party (VIP). No minor parties or independent candidates won any seats. Unusually, every single incumbent candidate who stood in their original seat was victorious. The supervisor of elections was Juliette Penn. Prior to polling day, the VIP had complained to Governor John Duncan of alleged irregularities relating to the conduct advance polling day. In a statement the supervisor of elections acknowledged irregularities, but indicated that they were of a minor and technical nature, and were swiftly rectified once noticed. An independent or non-partisan politician is a politician not affiliated with any political party or bureaucratic association. There are numerous reasons why someone may stand for office as an independent. Some politicians have political views that do not align with the platforms of any political party, and therefore choose not to affiliate with them. Conrad Antonio Maduro is a British Virgin Islander politician and longtime leader of the United Party. The United Party (sometimes referred to as the BVI United Party) (or UP) is a nodefunctpolitical party of the British Virgin Islands. It was originally formed by Conrad Maduro, H. Lavity Stoutt, Terrance B. Lettsome and Ivan Dawson during the first session of the Legislative Council of the British Virgin Islands under the new constitution in 1967 subsequent to the general election on 14 April 1967. Although Conrad Maduro was the President of the party, he did not win his seat at the 1967 general election, and so it was agreed that Lavity Stoutt would be appointed Chief Minister. Leading up to the 1971 general election Lavity Stoutt and Terrance Lettsome left the party to form the Virgin Islands Party, presumably for the ostensible reason of Stoutt seeking to remain as Chief Minister if Maduro should win his seat at the next election. Willard Wheatley
Willard Wheatley MBE (16 July 1915 – 22 January 1997) was a British Virgin Islands educator and politician who served two consecutive terms as the Chief Minister of the British Virgin Islands from 1971 to 1979. He was the second ever Chief Minister of the Territory, and the first ever minister of finance. He served as Chief Minister at the head of two different coalition governments: one as ''de facto'' leader of the United Party, and the other the VI Democratic Party. At an event to commemorate what would have been the 100th birthday of Wheatley, then Premier Orlando Smith made a commitment to provide public funds to memorialise his achievements and for a book about his life to be published. Hamilton Lavity Stoutt (7 March 1929 – 14 May 1995) was a British Virgin Islander politician and the first and longest serving Chief Minister of the British Virgin Islands. He won five general elections (1967, 1979, 1986, 1991 and 1995) and serving three non-consecutive terms of office from 1967 to 1971, again from 1979 to 1983 and again from 1986 until his death in 1995. VI Democratic Party
The VI Democratic Party (VIDP or DP) is a nodefunctpolitical party of the British Virgin Islands. It was originally formed by Dr Q. William Osborne during the first session of the Legislative Council of the British Virgin Islands under the new constitution in 1967 subsequent to the general election on 14 April 1967. After the election Dr Osborne was the Territory's first leader of the opposition in the Legislative Council. The VI Democratic Party only once held power in the Territory. After the 1971 general election it formed a coalition government with independent candidate Willard Wheatley, with Wheatley acting as Chief Minister. However, disagreements arose between Wheatley and Osborne, and Wheatley ended up removing Osborne from his Ministerial post. British Virgin Islands General Election, 1967
General elections were held in the British Virgin Islands on 14 April 1967. The election was the first general election after the passing of the new Constitution earlier in the same year, which introduced Ministerial Government into the British Virgin Islands for the first time. Elections under the prior Constitution introduced in 1950 to restore the Legislative Council had merely elected legislators. It is probably fair to say that 1967 marked the introduction of true direct democratic rule in the British Virgin Islands. But, notwithstanding the introduction of Ministerial Government, the resulting Legislative Council is still referred to as the 6th Legislative Council in deference to the five prior Councils elected under the 1950 Constitution.
