Communications Act 2003
The Communications Act 2003 is an Act of the Parliament of the United Kingdom. The act, which came into force on 25 July 2003, superseded the Telecommunications Act 1984. The new act was the responsibility of Culture Secretary Tessa Jowell. It consolidated the telecommunication and broadcasting regulators in the UK, introducing the Office of Communications (Ofcom) as the new industry regulator. On 28 December 2003 Ofcom gained its full regulatory powers, inheriting the duties of the Office of Telecommunications (Oftel). Among other measures, the act introduced legal recognition of community radio and paved the way for full-time community radio services in the UK, as well as controversially lifting many restrictions on cross-media ownership. It also made it illegal to use other people's Wi-Fi broadband connections without their permission. Tessa Jowell
Tessa Jane Helen Douglas Jowell, Baroness Jowell, (; 18 September 1947 – 12 May 2018) was a British Labour Party politician and life peer who served as the Member of Parliament (MP) for Dulwich and West Norwood, previously Dulwich, from 1992 to 2015. Jowell held a number of major government ministerial positions, as well as opposition appointments, during this period. She served as Secretary of State for Culture, Media and Sport from 2001 to 2007 and Minister for the Cabinet Office from 2009 to 2010. Broadcast Committee Of Advertising Practice
The Broadcast Committee of Advertising Practice (BCAP) is a regulatory body of the United Kingdom which has responsible for writing and reviewing the UK Code of Broadcast Advertising. It was established under the Communications Act 2003 and has responsibility to the Office of Communications (Ofcom). Audio description, also referred to as a video description, described video, or more precisely called a visual description, is a form of narration used to provide information surrounding key visual elements in a media work (such as a film or television program, or theatrical performance) for the benefit of blind and visually impaired consumers. Television Licensing In The United Kingdom
In the British Islands, any household watching or recording television transmissions at the same time they are being broadcast is required by law to hold a television licence. This applies regardless of transmission method, including terrestrial, satellite, cable, or for BBC iPlayer internet streaming. The television licence is the instrument used to raise revenue to fund the BBC; it is considered to be a form of hypothecated taxation. BBC Radio is an operational business division and service of the British Broadcasting Corporation (which has operated in the United Kingdom under the terms of a royal charter since 1927). MG Alba
MG Alba is the operating name of the Gaelic Media Service ( gd, Seirbheis nam Meadhanan Gàidhlig). The organisation's remit, under the Communications Act 2003, is to ensure that a wide and diverse range of high quality Gaelic programmes is made available to persons in Scotland. In addition to the former mandate to fund programme production and development, training, audience research and related activities, the new Service was given new powers to make, schedule and commission programmes and the authority to seek a broadcast licence.
