Border Rural District

It was formed by a County Review Order in 1934, by a merger of Longtown Rural District, most of Brampton Rural District and nearly all of Carlisle Rural District, as well as a part of Penrith Rural District. It entirely surrounded the County Borough of Carlisle. Rural District
Rural districts were a type of local government area – now superseded – established at the end of the 19th century in England, Wales, and Ireland for the administration of predominantly rural areas at a level lower than that of the Administrative county, administrative counties.__TOC__ England and Wales In England and Wales they were created in 1894 (by the Local Government Act 1894) along with Urban district (Great Britain and Ireland), urban districts. Cumberland
Cumberland ( ) is a historic county in the far North West England. It covers part of the Lake District as well as the north Pennines and Solway Firth coast. Cumberland had an administrative function from the 12th century until 1974. From 1974 until 2023, Cumberland lay within Cumbria, a larger administrative area which also covered Westmorland and parts of Yorkshire and Lancashire. Local Government Act 1929
The Local Government Act 1929 was an Act of the Parliament of the United Kingdom that made changes to the Poor Law and local government in England and Wales. The Act abolished the system of poor law unions in England and Wales and their boards of guardians, transferring their powers to local authorities. It also gave county councils increased powers over highways, and made provisions for the restructuring of urban and rural districts as more efficient local government areas. Poor Law reform Under the Act all boards of guardians for poor law unions were abolished, with responsibility for public assistance transferred to Public Assistance Committees of county councils and county boroughs. Carlisle Rural District
Carlisle ( , ; from xcb, Caer Luel) is a city that lies within the Northern English county of Cumbria, south of the Scottish border at the confluence of the rivers Eden, Caldew and Petteril. It is the administrative centre of the City of Carlisle district which, (along with Cumbria County Council) will be replaced by Cumberland Council in April 2023. The city became an established settlement during the Roman Empire to serve forts on Hadrian's Wall. During the Middle Ages, the city was an important military stronghold due to its proximity to the Kingdom of Scotland. Carlisle Castle, still relatively intact, was built in 1092 by William Rufus, served as a prison for Mary, Queen of Scots in 1568 and now houses the Duke of Lancaster's Regiment and the Border Regiment Museum. Penrith Rural District
Penrith was a rural district within the administrative county of Cumberland, England that existed from 1894 to 1974 with slight boundary changes in 1934. The district largely corresponded to the ancient Leath Ward of Cumberland but excluding the parishes of Penrith and Alston with Garrigill. The area had been a rural sanitary district prior to the Local Government Act 1894. Penrith itself was covered by Penrith Urban District, which the Rural District surrounded on the west, north and east. The council was based at offices known as Mansion House in Penrith now used by its successor authority Eden District Council. Within the district's boundaries was a small part of the Lake District National Park. Carlisle was, from 1835 to 1974, a local government district in the northwest of England, coterminate with Carlisle. In 1835, following the Municipal Corporations Act 1835, Carlisle was constituted a municipal borough of Cumberland, but was promoted to county borough status in 1914, within its boundaries taking over the functions of Cumberland County Council. The Local Government Act 1972 (c. 70) is an Act of the Parliament of the United Kingdom that reformed local government in England and Wales on 1 April 1974. It was one of the most significant Acts of Parliament to be passed by the Heath Government of 1970–74. Its pattern of two-tier metropolitan and non-metropolitan county and district councils remains in use today in large parts of England, although the metropolitan county councils were abolished in 1986, and both county and district councils have been replaced with unitary authorities in many areas since the 1990s.
