The Austrian Office Taipei ( German: Österreich Büros Taipei; ) represents the interests of Austria in Taiwan in the absence of formal diplomatic relations, functioning as a ''de facto'' embassy. A ''de facto'' embassy is an office or organisation that serves ''de facto'' as an embassy in the absence of normal or official diplomatic relations among countries, usually to represent nations which lack full diplomatic recognition, regions or dependencies of countries, or territories over which sovereignty is disputed. Béatrice Hibou
Béatrice Hibou is a French political scientist. She is a research director and instructor at the at Sciences Po. She studies political economy and trade policy with a particular focus on Sub-Saharan Africa, and she also studies the role of market forces in shaping the policies and structure of the state and how that affects the lives of individuals. Education and positions Hibou attended Sciences Po, obtaining her undergraduate degree in 1987. In 1995, Hibou graduated from The School for Advanced Studies in the Social Sciences with a doctorate in economics. Her doctoral dissertation was entitled ''Économie politique de la protection en Afrique'' (The political economy of protection in Africa), and used a Weberian framework to study trade policy in Sub-Saharan Africa. Due to the special political status and One-China policy, Taiwan is only recognized by 14 countries, all of whom have an embassies in Taipei. In addition, approximately 60 countries, which do not have diplomatic relations with the Republic of China, have established trade offices and other unofficial offices in Taiwan, which have a wide array of titles.
