The Apostolic Prefecture of Qiqihar (or Tsitsikar) () is a Latin Church missionary jurisdiction in Heilongjiang province, China. Its cathedral episcopal see is the Cathedral of St. Michael in the city of Qiqihar. It is exempt, i.e. directly subject to the Holy See, not part of any ecclesiastical province. Joseph Wei Jingyi (; born May 1958) is a Chinese Catholic priest and the current bishop of the Apostolic Prefecture of Qiqihar since 2000. Biography Wei was born in Qingyuan County, Hebei, in May 1958, to a Catholic family. During the three years of natural disasters, his family moved to Shulan County, Jilin Province. After high school in 1976, he became a worker and two years later became a salesperson in a supply and marketing cooperative. In 1983 he was accepted to Jilin Seminary. He was ordained a priest in 1985. He began to spread Catholicism in Heilongjiang in 1986. On December 7, 1987, he was arrested by the local government for printing Catholic publications. A few months later he was released. On September 21, 1990, he was arrested and imprisoned for attending underground Roman Catholic church. He was released after reeducation through labour. Paul Guo Wenzhi
Paul Guo Wenzhi (; 11 January 1918 - 29 June 2006) was a Chinese Catholic priest and Bishop of the Apostolic Prefecture of Qiqihar between 1989 and 2006. Biography Guo was born into a Catholic family in Qiqihar, Heilongjiang on January 11, 1918. He entered seminars in Changchun and Beijing in 1940 and 1946, respectively. He was ordained a priest in December 1948. In 1950 he became diocesan administrator, and two years later he was arrested. In 1954, he was charged with "counter-revolutionary" crimes and sentenced to 10 years in prison. He spent eight years in captivity in Heilongjiang and was then sent for 3 years in labor reform in Beijing and another 14 years in Xinjiang. After his release in 1979, he taught English at a secondary school in Xinjiang. He returned to Qiqihar in 1985. An apostolic prefect or prefect apostolic is a priest who heads what is known as an apostolic prefecture, a 'pre-diocesan' missionary jurisdiction where the Catholic Church is not yet sufficiently developed to have it made a diocese. Although it usually has an (embryonal) see, it is often not called after such city but rather after a natural or administrative (in many cases colonial) geographical area. If a prefecture grows and flourishes, it may be elevated to an apostolic vicariate, headed by a titular bishop, in the hope that with time the region will generate enough Catholics and stability for its Catholic institutions, to warrant being established as a diocese. Heilongjiang () formerly romanized as Heilungkiang, is a province in northeast China. The standard one-character abbreviation for the province is (). It was formerly romanized as "Heilungkiang". The Roman Catholic Diocese of Jehol. ( la, dioecesis Geholensis), also known in Chinese as Rehe or Jinzhou, is a diocese in the Ecclesiastical province of Shenyang in China, covering part of the former Rehe Province. Both Jehol and Rehe are forms of the former Chinese name of the city of Chengde; Jinzhou refers to the State of Jin that formerly occupied part of the diocese.
