Open Government In Azerbaijan
Open government principles are an integral part of anti-corruption policy and governance reforms implemented in the Republic of Azerbaijan. Two National Action Plans on Promotion of Open Government were adopted with Presidential Decrees respectively in 2012 and 2016. Even though the Republic of Azerbaijan joined Open Government Partnership in 2011, its National Strategy on Increasing Transparency and Combating Corruption adopted in 2007 specifically included several measures aimed at the promotion and development of OGP principles. Vusal Huseynov and Kamal Jafarov served as the national focal point of the Open Government Partnership international initiative. Corruption in Azerbaijan is considered high and occurs at all levels of government. In Transparency International's 2021 Corruption Perceptions Index, which ranked 180 countries from those perceived to be least corrupt (which received low rankings) to those perceived to be very corrupt (which received high rankings), Azerbaijan was ranked 128, compared to 45 for Georgia and 58 for Armenia. Commission On Combating Corruption
The Anti-Corruption Commission of the Republic of Azerbaijan ( az, Azərbaycan Respublikasının Korrupsiyaya Qarşı Mübarizə üzrə Komissiyası) is set up according to the article 4.2 of the Law of the Republic of Azerbaijan on "Fight Against Corruption" and functions as a specialized agency on combating corruption since 2005. Commission is composed of 15 members. 5 members of the commission are appointed by the President of the Republic, 5 by the Parliament and the 5 by the Constitutional Court. Electronic Visa (evisa) To Azerbaijan
Visitors to Azerbaijan must obtain a visa from one of the Azerbaijani diplomatic missions unless they come from one of the visa-exempt countries, countries eligible for visas on arrival or countries eligible for electronic visas. Visitors must hold passports that are valid for at least 3 months beyond the intended period of stay. ASAN Imza (Easy signature), established by Azerbaijani's Ministry of Taxes in partnership with ASAN Service Center and Ministry of Communication and Technologies, is service that allows a client to use a mobile phone as a form of secure electronic ID. Like the ID Card, it can be used for accessing secure e-services and digitally signing documents, but does not require an ID card reader. The system is based on a specialized Mobile-ID SIM card which the customer requests from the mobile phone operator. Private keys are stored on the mobile SIM card along with a small application for authentication and signing.
