2019 Guildford Borough Council Election
The 2019 Guildford Borough Council election were held on 2 May 2019, to elect all 48 seats to the Guildford Borough Council in Surrey, England as part of the 2019 local elections. The Liberal Democrats won the most seats (17), the Residents for Guildford and Villages, a new political party formed in early 2019, came second with 15 seats, while the ruling Conservatives lost their majority coming third with 9 seats. Other parties such as the Guildford Greenbelt Group (4), the Labour Party (2) and the Green Party (1) won seats. The 2015 Guildford Borough Council election took place on 7 May 2015 to elect members of Guildford Borough Council in England as one of the 2015 local elections, held simultaneously with the General Election. Results The result saw the Conservatives win 35 of the 48 seats on Guildford Borough Council, one more than the 34 seat which they won in the previous elections in 2011. Towards the north and east of the Borough of Guildford, a new party the Guildford Greenbelt Group won three seats, two in Send ward and one in Clandon & Horsley ward. All three of these gains were from the Conservatives. Purdah (pre-election Period)
The pre-election period (formely known as Purdah ()) is the period in the United Kingdom between the announcement of an election and the formation of the new elected government. It affects civil servants, who must be politically impartial, preventing central and local government from making announcements about any new or controversial government initiatives that could be seen to be advantageous to any candidates or parties in the forthcoming election. The pre-election period does not apply to candidates for political office. Where a court determines that actual advantage has been given to a candidate, this may amount to a breach of Section 2 of the Local Government Act 1986. In British town planning, the green belt is a policy for controlling urban growth. The term, coined by Octavia Hill in 1875, refers to a ring of countryside where urbanisation will be resisted for the foreseeable future, maintaining an area where agriculture, forestry and outdoor leisure can be expected to prevail. The fundamental aim of green belt policy is to prevent urban sprawl by keeping land permanently open, and consequently the most important attribute of green belts is their openness. The Metropolitan Green Belt around London was first proposed by the Greater London Regional Planning Committee in 1935. The Town and Country Planning Act 1947 then allowed local authorities to include green belt proposals in their development plans. Local elections in parts of the United Kingdom were held on Thursday 2 May 2019, with 248 English local councils, six directly elected mayors in England, and all 11 local councils in Northern Ireland being contested. A total of 8,886 councillors were elected: terms were up for 8,861 seats, but eight elections for a total of 14 seats were postponed due to the death of a candidate; there were also casual vacancies to be filled: 38 in England (including on nine councils with no other elections) and one on Dundee City Council in Scotland. With the exception of areas whose electoral cycle has temporarily changed (due to a boundary review) or permanently changed, or that have been reorganised, the seats up for election in England were last contested in the 2015 local elections, on the same day as the general election of that year. The 2023 Guildford Borough Council election was held on 4 May 2023, to elect all 48 seats to the Guildford Borough Council in Surrey, England as part of the 2023 local elections. The results saw the Liberal Democrat take overall control of Guildford Borough Council. Boundary changes The election was contested on new ward boundaries following a periodic electoral review by the Local Government Boundary Commission for England. The council size remained unchanged at 48 councillors. Guildford town The boundary changes resulted in the abolition of Holy Trinity, Friary & St Nicolas and Christchurch wards in the town centre. St Nicolas was split off to become a new single-member ward.
