Łomża () is a city in north-eastern Poland, approximately to the north-east of Warsaw and west of Białystok. It is situated alongside the Narew river as part of the Podlaskie Voivodeship. It is the capital of Łomża County and has been the seat of the Roman Catholic Diocese of Łomża since 1925. Łomża is one of the principal economic, educational, and cultural centres of north-eastern Masovia as well as one of the three main cities of Podlaskie Voivodeship (beside Białystok and Suwałki). It lends its name to the protected area of Łomża Landscape Park. The town is also the location of the Łomża Brewery. A city with powiat rights () is in Poland a designation denoting 66 of the 107 cities (the urban gminas which are governed by a city mayor or ''prezydent miasta'') which exercise also the powers and duties of a Powiat, county (), thus being an independent city. They have roughly the same status as former county boroughs in the United Kingdom. Sometimes, such a city will also be referred to in Polish as city county (); this term however is not official (it was used during the interwar times of the Second Polish Republic). The contemporary term ''city with powiat rights'' should not be used interchangeably with the interwar ''city county''. __NOTOC__ Łomża County () is a unit of territorial administration and local government (powiat) in Podlaskie Voivodeship, north-eastern Poland. It came into being on January 1, 1999, as a result of the Polish local government reforms passed in 1998. Its administrative seat is the city of Łomża, although the city is not part of the county (it constitutes a separate city county). The only towns in Łomża County are Nowogród, which lies north-west of Łomża, and Jedwabne, north-east of Łomża. The county covers an area of . Municipal Rights
Town privileges or borough rights were important features of European towns during most of the second millennium. The city law customary in Central Europe probably dates back to Italian models, which in turn were oriented towards the traditions of the self-administration of Roman cities. Judicially, a borough (or burgh) was distinguished from the countryside by means of a charter from the ruling monarch that defined its privileges and laws. Common privileges involved trade (marketplace, the storing of goods, etc.) and the establishment of guilds. Protected areas or conservation areas are locations which receive protection because of their recognized natural or cultural values. Protected areas are those areas in which human presence or the exploitation of natural resources (e.g. firewood, non-timber forest products, water, ...) is limited.
