Lower Saxony
Lower Saxony is a States of Germany, German state (') in Northern Germany, northwestern Germany. It is the second-largest state by land area, with , and fourth-largest in population (8 million in 2021) among the 16 ' of the Germany, Federal Republic of Germany. In rural areas, Northern Low Saxon and Saterland Frisian language, Saterland Frisian are still spoken, though by declining numbers of people. Lower Saxony borders on (from north and clockwise) the North Sea, the states of Schleswig-Holstein, Hamburg, , Brandenburg, Saxony-Anhalt, Thuringia, Hesse and North Rhine-Westphalia, and the Netherlands. The Federal Republic of Germany is a federation and consists of sixteen partly sovereign ''states''. Enclave
An enclave is a territory that is entirely surrounded by the territory of only one other state or entity. An enclave can be an independent territory or part of a larger one. Enclaves may also exist within territorial waters. ''Enclave'' is sometimes used improperly to denote a territory that is only partly surrounded by another state. Enclaves that are not part of a larger territory are not exclaves, for example Lesotho (enclaved by South Africa), and San Marino and Vatican City (both enclaved by Italy) are enclaved sovereign states. Bremen (state)
Bremen (), officially the Free Hanseatic League#Lists of former Hansa cities, Hanseatic City of Bremen (; ), is the smallest and least populous of States of Germany, Germany's 16 states. It is informally called ('State of Bremen'), although the term is sometimes used in official contexts. The state consists of the city of Bremen and its seaport exclave, Bremerhaven, surrounded by the larger state of Lower Saxony in northern Germany. Hesse
