East Baton Rouge Parish Library System
East Baton Rouge Parish Library (EBRPL) is the public library system of East Baton Rouge Parish, Louisiana. It serves Baton Rouge and other cities in the parish. History The East Baton Rouge Public Library was established in 1939 with the donation of second-hand collected books from the city. Quick to expand, the library had eight branches within its first three years as a system. Since 1986 the library has been funded by a 10-year dedicated property tax. This tax, funded at 11.1 mills, provides funding for all library operations, improvements, and salaries. While the tax was lowered to 10.78 mills in the early 2000s it was raised back to 11.1 mills in 2015. Its most recent renewal was on October 24, 2015. Baker is a city in the U.S. state of Louisiana, in East Baton Rouge Parish. It is part of the Baton Rouge metropolitan statistical area, and had a population of 12,455 at the 2020 census, down from 13,895 at the 2010 U.S. census. Central, Louisiana
Central is a city in the U.S. state of Louisiana, second largest city in East Baton Rouge Parish, and part of the Baton Rouge metropolitan statistical area. The state's newest incorporated city in April 2005, Central had a 2020 census population of 29,565. History Long an unincorporated suburb of Baton Rouge, the citizens of Central voted to incorporate as a city on April 23, 2005, despite opposition from the parish. Businessman Russell Starns headed the incorporation movement, saying it was based on residents' desire to establish a school system separate from that of East Baton Rouge Parish. Scotlandville
Scotlandville is a community in northern Baton Rouge, Louisiana. It was originally a small, independent rural community that developed along the Mississippi river in northern East Baton Rouge Parish. Only one African-American family lived in the village in 1914 when Southern University and A&M College was relocated to this community. Originally based in New Orleans, the university was designated in 1890 as the state's land grant college for African Americans, when education was segregated in the state. Gradually Scotlandville became industrialized, beginning with a Standard Oil refinery in 1909, and was a destination of African Americans to urban areas in the Great Migration beginning around World War I. Its growth was stimulated also by construction of railroads along the Mississippi River. While still independent, Scotlandville became the largest majority-black community in the state. Zachary, Louisiana
Zachary is a city in East Baton Rouge Parish, Louisiana, United States. It lies north of the city of Baton Rouge, and had a population of 14,960 at the 2010 census, up from 11,275 in 2000. At the 2020 census, Zachary's population increased to 19,316. History Much of the land which the city now occupies was part of a farm owned by Darel Zachary (1827-1907). In the 1880s, Zachary sold his land to the Illinois Central Railroad, who built a track and a depot on it. A village quickly grew up around the depot, which came to be called "Zachary" after the original farmer. Zachary's first post office was opened in 1885, and it was incorporated as a city on August 2, 1889, with Thomas Edward McHugh as its first mayor. A fire devastated the city in 1903, supposedly caused by a greengrocer trying to flame-ripen his bananas.
