The Department of Employment and Industrial Relations was an Australian government department that existed between May 1982 and July 1987. It was the second Australian Government Department to be given the name. When announcing the new department in 1982, Prime Minister Malcolm Fraser issued a press release stating that "the Government's policies in relation to maintaining high levels of employment and effective industrial relations, and the close links between these two areas require the Departments of Industrial Relations and Employment and Youth Affairs to be brought together again. Michael Stockton "Mike" Keating (born 25 January 1940) is a retired Australian senior public servant. Early life Michael Keating was born in 1940. Keating graduated from the University of Melbourne with a first class honours degree in economics. He then studied at the Australian National University, attaining his PhD in 1967. Career Keating was appointed Secretary of the Department of Employment and Industrial Relations in May 1983. In 1986 Keating shifted to head the Department of Finance. Mike Codd
Michael Henry Codd (born 1939) is a retired Australian senior public servant and university chancellor. Early life Mike Codd was born in 1939. He attended University of Adelaide, graduating in 1961 with a Bachelor of Economics with honours. Career Codd was appointed to his first Secretary role in 1981, becoming head of the Department of Industrial Relations. Between 1985 and 1986 Codd served as Secretary of the Department of Community Services. In 1986 he was appointed Department of the Prime Minister and Cabinet Secretary. In 1987 he worked with Prime Minister Bob Hawke to introduce massive reform changes to the public service, creating "super ministry" departments. Codd did note potential disadvantages of the machinery of government changes, including that there was potential for "bunker mentality" to continue. Ralph Willis AO (born 14 April 1938) is an Australian former politician who served as a Cabinet Minister during the entirety of the Hawke-Keating government from 1983 to 1996, most notably as Treasurer of Australia from 1993 to 1996 and briefly in 1991.
