A nearly empty flight from Beijing to Los Angeles in March 2020. By that time, most people other than US citizens and residents were prohibited from going to the United States from China.
- Argentina: Borders closed to non-residents, effective 15 March.[95] As of 30 October 2020, residents of Brazil, Chile, Paraguay, Boliva and Uruguay can enter Argentina by air and sea for the purposes of tourism. [96]
- Aruba: As of 1 July 2020, Aruba has reopen borders for citizens of the Caribbean, Europe, United States and Canada.[97]
- Guadeloupe: As of 1 July 2020, all nations are permitted to enter Guadeloupe for tourism with the exception of: USA, Brazil, India, Israel, Russia, and Turkmenistan.[98]
- Peru: After a 7-month lockdown, Peru has reopened its international borders for tourism to Bolivia, Chile, Colombia, Ecuador, Panama, Paraguay, and Uruguay from October 5.[99]
- United States: On 31 January 2020, the United States declared the virus a public health emergency. People other than U.S. citizens, permanent residents, and their immediate family were prohibited from entering the U.S. within 14 days of being in China.[100][101] On 2 February, all inbound passengers who had been to Hubei in the previous 14 days were placed under quarantine for up to 14 days. American citizens who have traveled to the rest of mainland China were allowed to continue their travel home if they were asymptomatic, but would be monitored by local health departments.[102] From 2 March, foreign nationals who have traveled to Iran within the past 14 days were denied permission to enter the U.S.[103] American citizens and permanent residents returning to the United States who had travelled to Iran within the previous 14 days had to enter through an approved airport.[103][39] On 13 March at 23:59 ET, incoming travel from the Schengen area in Europe was suspended.[104] The official proclamation on 11 March stated that this restriction applied only to foreign nationals traveling to the United States, if they have been to a country within the Schengen area in the past 14 days. The ban does not apply to, for example, legal permanent residents and most immediate family members of U.S. citizens.[104] Also, cargo and trading goods were not affected.[105][106] On 14 March, the Trump administration extended the ban to include the United Kingdom and Ireland.[107] The restrictions were put in place for a period of 30 days,[108] however the official proclamation did not contain that time limit, stating; "This proclamation shall remain in effect until terminated by the President."[104] The move was criticized by EU leaders.[109] Effective 29 May, foreigners coming from Brazil were restricted from entering the US.[110] Overall, The United States has restricted the entry of all foreign nationals who have visited Brazil, China, Iran, the Schengen Area, Ireland, or the United Kingdom in the past 14 days. On 6 August the U.S. Department of State lifted a Level 4 Global health travel advisory issued on 19 March which advised all American Citizens to avoid all international travel.[111][112]
Asia
- China: Effective 5 August 2020, South Korea became the first and only country China has lifted entry restriction since refusing entry to non-Chinese citizens since 28 March.[113] During the entry ban, all visas and resident permits issued before and valid on 28 March could not be used for entry into China and new visas would only be issued for a limited scope of applicants. Permanent residence permits were not affected from the entry restriction.[114] Visa applications from South Korean students and workers are currently accepted and South Koreans with a valid residence permit for China are also allowed to apply for re-entry.[115] On 10 August 2020, the Embassy of the People's Republic of China in Denmark announcing that people of 36 European countries, namely Italy, Albania, Ireland, Estonia, Austria, Bulgaria, North Macedonia, Belgium, Iceland, Bosnia and Herzegovina, Poland, Denmark, Germany, France, Finland, Netherlands, Montenegro, Czech Republic, Croatia, Latvia, Lithuania, Luxembourg, Romania, Malta, Norway, Portugal, Sweden, Switzerland, Serbia, Cyprus, Slovakia, Slovenia, Spain, Greece, Hungary, and the United Kingdom can apply for a Chinese visa free of charge if their Chinese residence permit is still valid.[116] Other Chinese Embassies in European countries have made similar announcements the day after, such as the Embassy of China in Berlin, Paris and Rome.[117][118][119]
- Japan: Passengers who have been in Albania, Andorra, Antigua and Barbuda, Armenia, Australia, Austria, Bahrain, Barbados, Belarus, Belgium, Bolivia, Bosnia and Herzegovina, Brazil, Brunei Darussalam, Bulgaria, Canada, Chile, China, D.R. Congo, Côte d'Ivoire, Croatia, Cyprus, the Czech Republic, Denmark, Djibouti, Dominica, Dominican Republic, Ecuador, Egypt, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Indonesia, Iran, Ireland, Israel, Italy, South Korea, Kosovo (Rep.), Kuwait, Latvia, Lithuania, Luxembourg, Macao, Malaysia, Malta, Mauritius, Moldova (Rep.), Monaco, Morocco, Montenegro, Netherlands, New Zealand, North Macedonia, Oman, Panama, Peru, Philippines, Poland, Portugal, Qatar, Romania, Russia, San Marino, Saudi Arabia, Serbia, Singapore, Slovakia, Slovenia, Spain, Saint Kitts and Nevis, Switzerland, Taiwan, Thailand, Turkey, Ukraine, United Arab Emirates, United Kingdom, United States, Vatican or Vietnam in the past 14 days are subject to an entry ban (foreign citizens incl. residents of Japan) or quarantine (Japanese citizens and Special Permanent Residents).[120]
- Jordan: As of 8 September 2020, Jordan is officially open for tourism. A total of 43 countries are allowed to enter Jordan for tourism.[121]
- Kyrgyzstan: As of 21 August, Kyrgyzstan is allowing residents from 31 countries to visit.[122]
- Macau: Entry denied to all travellers except residents of mainland China, Hong Kong, Macau, or Taiwan.[123] Effective on 17 March, all arrivals who had been to countries/areas outside mainland China, Hong Kong or Taiwan within the past 14 days prior to their entry into Macao must have underwent medical observation at a designated venue for 14 days. Effective 25 March, all persons who had been to Hong Kong or Taiwan within the past 14 days prior to their entry into Macao must have underwent medical observation at a designated venue for 14 days. Effective 17 June 2020, all persons who had been to Beijing within the past 14 days prior to their entry into Macao must have underwent medical observation at a designated venue for 14 days.[124]
- South Korea Effective 1 April 2020, all passengers were subject to mandatory self-quarantine for 14 days. This did not apply to airline crew.[125] Effective 13 April, citizens of countries that restricted visa-free travel for South Koreans would not be allowed visa-free travel in South Korea.[126] Visas issued on or before 5 April are invalidated.[127] South Korea had restricted the entry of all travelers who have been in the Hubei Province of China in the past 14 days. Chinese nationals with passports issued in the Hubei Province were also not allowed to enter the country.
- Uzbekistan: Uzbekistan has resumed international flights for certain categories of travelers from countries deemed to have a stable epidemiological situation. The complete list of countries includes the EU, Japan, South Korea, China, Israel, Malaysia, Thailand, Singapore, the United Arab Emirates, Turkey, Iran, Afghanistan, Russia and CIS countries (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, and Tajikistan). Quarantine rules apply differently depending on which country the traveler is arriving from: Japan, South Korea, China and Israel: No quarantine required. European Union, Malaysia, Thailand and Singapore: 14-day self-quarantine at home. UAE, Turkey, Iran, Afghanistan, Russia and CIS countries (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan): Government quarantine[128]
Europe
- Moldova: As of 1 September, Moldova open the border for citizens of 53 countries.[129]
- Russia: As of 23 September, Russia has reopened its borders to nationals and residents of 11 countries, allowing tourists to visit. All passengers from approved countries must have a negative PCR test, taken no longer than 72 hours before arrival. [130]
- European Union/Schengen Area: The European Council agreed on 17 March to ban incoming travel other than citizens from countries in the European Union, European Economic Area, Switzerland and United Kingdom, long-term residents and people with long-term visa or residence permits, family members of EU and EEA citizens, medical personnel and people responsible for transport of goods for 30 days.[10][131][132] Each country has to implement the decision on the national level. Ireland choose to opt out from the decision due to the Common Travel Area. The agreement was to close borders for 30 days starting at noon on 17 March, though enforcement did not begin immediately as planned.[133] By the end of March, all EU member states (except Ireland) and all associated Schengen states (Iceland, Liechtenstein, Norway and Switzerland) had introduced the travel restriction.[134] The restriction was later repeatedly prolonged until 30 June.[135][136][137] Some member states went even further and also prohibited EU and EEA citizens from entering, unless they are permanently living in the country or transiting to their home country, which is generally still possible. On 1 July, global travel ban was replaced by non-global.[138] The EU Council recommends a gradual lifting of the temporary restrictions on travel into the EU (including Iceland, Lichtenstein, Norway and Switzerland) from 1 July 2020. Travelers from the following countries are again allowed to cross EU-borders and the Schengen area: Algeria, Australia, Canada, Georgia, Japan, Jordan, Morocco, Montenegro, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay. Traveling citizens from China will be allowed entry based on the re-opening of its borders to European travelers.[139] British nationals are considered EU-citizens until the end of 2020, and for the purpose of the recommendation should residents of Andorra, Monaco, San Marino and the Vatican also be considered as EU residents. The recommendation is not a legally binding instrument and the member states are responsible for implementing it.[138]
- Austria: Entry from most EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions. There are restrictions for arrivals coming from parts of Croatia, France, Portugal, Spain, Bulgaria and Romania. In this case, travellers should either self-isolate for 10 days - at their own expenses - or present a negative PCR test which is not older than 72 hours.[140]
- Belgium: Entry from most EU countries is allowed with no restrictions. If travellers visit certain parts of several countries in Europe, they must quarantine or take a COVID-19 test upon returning to Belgium. These include areas of Bulgaria, Cyprus, certain regions in Germany, several French departments, Greece, several areas in Croatia, Liechtenstein, Luxembourg, Monaco, some provinces in the Netherlands, large swathes of Spain and the United Kingdom, among others.[141]
- Bulgaria: Bulgaria opened its borders on June 1 to EU countries, the UK, San Marino, Andorra, Monaco, Vatican, Serbia and North Macedonia citizens. Travellers from Algeria, Australia, Canada, Georgia, Japan, Morocco, New Zealand, Rwanda, South Korea, Thailand, Tunisia, Uruguay, Ukraine are allowed in too with no need to present a negative COVID-19 test.[142]
- Croatia: Entry from EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions.[143]
- Cyprus: As of 6 June 2020, Cyprus is officially open for tourism. Authorities have created three categories based on countries' epidemiological situation, which detail if passengers from these destinations are allowed to enter and under what conditions.[144]
- Czech Republic: As of 21 October, non-essential travel into the country is banned, although borders remain open.[145]
- Denmark: Non-essential travel from most EU countries is banned. Additionally, non-citizens with clear symptoms cannot enter Denmark.[146]
- Estonia: Entry from EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions.[147]
- Faroe Islands: Faroe Islands allows travelers to enter from countries defined as "open" by Denmark. The Danish Government has announced that countries other than EU Member States, Schengen countries and the United Kingdom are currently by definition banned countries. All people travelling to the Faroe Islands must be tested for COVID-19. This requirement also applies to Faroese citizens and residents who have been travelling abroad.[148]
- Finland: As of 12 October 2020, non-essential travel from all EU/Schengen countries is banned.[149]
- France: Travellers from EU member states as well as Andorra, Australia, Canada, Georgia, the Holy See, Iceland, Japan, Liechtenstein, Monaco, New Zealand, Norway, Rwanda, San Marino, South Korea, Switzerland, Thailand, Tunisia, the United Kingdom and Uruguay have been allowed to visit the county since June 15 without a health certificate or any form of quarantine upon arrival.[150]
- Germany: Entry from most of EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions. Travellers from some EU countries are required to have negative COVID-19 test.[151]
- Greece: Entry from EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions.[152]
- Greenland: Greenland allows travelers to enter from countries defined as "open" by Denmark. They must have a COVID-19 test taken in a Nordic country in the 5 days before travel. All travellers upon arrival in Greenland must go into 14 days quarantine.[153]
- Iceland Iceland allowed tourists to arrive from 15 June, however, COVID-19 tests is mandatory.[154] Iceland has restricted the entry of all travelers who are not nationals of EEA Member States, Andorra, Monaco, San Marino, Switzerland, Vatican City, or the United Kingdom.
- Italy: Borders in Italy opened June 3 to citizens from the EU, UK, Schengen area, Andorra, Vatican City, San Marino and Monaco, following a nationwide lockdown which came into force on March 9.[155]
- Latvia: Entry from most of EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions. Travellers from some EU countries are required to have negative COVID-19 test. Since October 10, Latvia has introduced a ten-day quarantine from travellers from high-risk countries.[156]
- Lithuania: Entry from EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions.[157]
- Malta: Entry from EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions.[158]
- Norway: "Travellers from EEA/Schengen countries with acceptable levels of infection" have been able to visit the country since July 15. Norway currently has a 10-day quarantine (at a designated quarantine hotel for non-residents) for those returning from international travel.[159]
- Poland: Borders reopened for EU nationals on June 13 with no quarantine condition, and some international flights from within the bloc have restarted.[160]
- Portugal: Nationals of EU countries, Schengen area and passengers on flights from the UK, Brazil, the Community of Portuguese Language Countries, the US, Canada, Venezuela and South Africa are allowed in the country.[161]
- Romania: People coming from EU countries as well as Norway, Switzerland, Iceland and Liechtenstein may enter but they must self-isolate for 14 days if the incidence rate in their country of origin is greater than the one in Romania.[162]
- Slovakia: Entry from most of EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions. Travellers from some EU countries are required to have negative COVID-19 test. Anyone entering from a country with high levels of COVID-19 will have to quarantine for 14 days.[163]
- Slovenia: Entry from most of EU countries (including UK, Vatican City, Andorra, Monaco, Iceland, Lichtenstein, Norway, Switzerland and San Marino) is allowed with no restrictions. Travellers from some EU countries are required to have negative COVID-19 test. Anyone entering from a country with high levels of COVID-19 will have to quarantine for 14 days.[164]
- Spain: Spain reopened its borders to EU member states, Schengen area countries and the UK on June 21. None of these travellers have to self-isolate.
