BENGUET (Tagalog pronunciation: ; Ibaloi : _Probinsya ne Benguet_; Pangasinan : _Luyag na Benguet_; Ilocano : _Probinsya ti Benguet_; Filipino : _Lalawigan ng Benguet_), is a landlocked province of the Philippines located in the southern tip of the Cordillera Administrative Region in the island of Luzon . Its capital is La Trinidad . The highland province is known as the _Salad Bowl of the Philippines_ due to its huge production of upland vegetables. Situated within the interior of Benguet is the highly urbanized city of Baguio , which is administratively independent from the province. The SANGGUNIANG PANLALAWIGAN (English: PROVINCIAL COUNCIL), commonly known as the PROVINCIAL BOARD, is the Filipino language name given to the legislatures in Philippine provinces . They are the legislative branch of the province and their powers and responsibilities are defined by the Local Government Code of 1991. Along with the provincial governor , the executive branch of the province, they form the province's government. A GOVERNOR is, in most cases, a public official with the power to govern the executive branch of a non-sovereign or sub-national level of government, ranking under the head of state .
