Second Orban Cabinet
The Second Orban cabinet was the government of Romania until the 2020 legislative elections. It was a minority administration led by Ludovic Orban, the leader of the National Liberal Party (PNL), who received the support of a parliamentary majority on 14 March 2020 and entered office the same day. It included a wide de facto confidence-and-supply with the other parties, in the outbreak of the COVID-19 pandemic. On 14 March 2020, the cabinet hearings and vote took place in special conditions, due to the suspicion that Senator Vergil Chițac o who tested positive for COVID-19, infected the National Liberal Party (PNL) leadership, as well as some fellow senators. Ludovic Orban
Ludovic Orban (; born 25 May 1963) is a Romanian engineer and politician who served as the Prime Minister of Romania from November 2019 to December 2020. He was president of the National Liberal Party (Romania), National Liberal Party (PNL) between 2017 and 2021, which expelled him shortly after he lost a bid for another term as its leader. He also served as Ministry of Transport and Infrastructure (Romania), Minister of Transport from April 2007 to December 2008 in the Tăriceanu II Cabinet. From 2008 to 2016, he was a member of the Chamber of Deputies (Romania), Chamber of Deputies for Bucharest. He resumed his parliamentary seat within the Chamber of Deputies after the 2020 Romanian legislative election; shortly thereafter, he was elected President of the Chamber of Deputies of Romania. COVID-19

In law, a person is acting in a position if they are not serving in the position on a permanent basis.
