Zabaykalsk (russian: Забайка́льск) is an urban locality (an urban-type settlement) and the administrative center of Zabaykalsky District of Zabaykalsky Krai, Russia, located on the Sino-Russian border just opposite the Chinese border town of Manzhouli. Chinese Eastern Railway
The Chinese Eastern Railway or CER (, russian: Китайско-Восточная железная дорога, or , ''Kitaysko-Vostochnaya Zheleznaya Doroga'' or ''KVZhD''), is the historical name for a railway system in Northeast China (also known as Manchuria). The Russian Empire constructed the line from 1897 to 1902 using a concession from the Qing dynasty government of Imperial China. The system linked Chita with Vladivostok in the Russian Far East and with Port Arthur, then an Imperial Russian leased ice-free port. Manzhouli (; mn, Манжуур хот; ) is a sub-prefectural city located in Hulunbuir prefecture-level city, Inner Mongolia Autonomous Region, China. Located on the border with Russia, it is a major land port of entry. It has an area of and a population of almost 250,000 (in 2010). History In ancient times the area was inhabited by the Donghu, Xiongnu, Xianbei, Khitan, Jurchen, Mongols and Manchu. The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities. Dr. Abraham Josevich Kaufman (Абрам Иосифович Кауфман, b. November 22, 1885 – d. March 25, 1971) was a Russian-born medical doctor, community organizer and Zionist who helped protect some tens of thousands of Jews seeking safe-haven in East Asia from Nazi atrocities during World War II. As a consequence of his contacts with Japanese authorities during World War II and the Second Sino-Japanese War, he was kidnapped, arrested and imprisoned by Soviet authorities immediately after the war, and was interned in a Soviet Gulag penal labor camp from 1945 to 1956. Israeli authorities subsequently worked to expedite his immigration to Israel, where he was able to resume his medical practice. Kiichiro Higuchi
was a lieutenant general in the Imperial Japanese Army in World War II. Biography Higuchi was born in what is now part of Minamiawaji City on Awaji Island, Hyōgo Prefecture, as the eldest of nine siblings. When he was eleven years old, his parents divorced and he was raised by his mother's family. He was a graduate of the 21st class of the Imperial Japanese Army Academy, and the 30th class of the Japanese Army Staff College. As a junior officer, he was sent as military attaché to Poland. Due to his fluency in the Russian language, Higuchi was later posted to Manchuria with the Kwantung Army. Higuchi was a close confidant of General Kanji Ishiwara and of General Korechika Anami. From 1933-1935, he was commander of the IJA 41st Infantry Regiment, and from 1935-1937 served as Chief of staff of the IJA 3rd Division.
