William Plaxton
William Plaxton (1843–1907) was a Canadian politician who served as a Member of the Legislative Assembly of the Northwest Territories. Plaxton ran for election for the first time in the 1888 Northwest Territories general election in the Prince Albert electoral district. During that election Prince Albert was a two-member constituency. Plaxton won the highest plurality coming in first, John Betts won the second seat and incumbent Owen Hughes was defeated finishing in third place. Prince Albert was re-distributed under the ''North-West Representation Act'' passed in 1891. The Northwest Territories Legislative Assembly, or Legislative Council of the Northwest Territories (with Northwest hyphenated as North-West until 1906), is the legislature and the seat of government of Northwest Territories in Canada. It is a unicameral elected body that creates and amends law in the Northwest Territories. Permanently located in Yellowknife since 1993, the assembly was founded in 1870 and became active in 1872 with the first appointments from the Government of Canada. Until 2014, the assembly was officially defined under federal law as "Legislative Council". However, under Northwest Territories territorial law, it was defined as "Legislative Assembly". 1888 Northwest Territories General Election
The 1888 North-West Territories general election was the first general election in the history of the North-West Territories, Canada. Elections were held in various districts between 20 June and 30 June 1888. This was the only general election, where the writs were issued to return on various days. Prior to 1888, members of the 1st Council of the North-West Territories were elected in by-elections to supplement members appointed by the Government of Canada. In order to have an elected member, a constituency needed to be set up in an area with 1,000 people. Others members were appointed. This created a patchwork of represented and unrepresented areas across the sprawling and sparse territory. Twenty-two members were elected in this election. Prince Albert (federal Electoral District)
Prince Albert is a federal electoral district in Saskatchewan, Canada, that has been represented in the House of Commons of Canada from 1908 to 1988, and since 1997. It is one of two districts which has been represented by two different Prime Ministers: William Lyon Mackenzie King from 1926 to 1945, and John Diefenbaker from 1953 to 1979; the district of Quebec East was the other. It is also the only district where two future Prime Ministers competed against each other – King against Diefenbaker, in the 1926 election. Geography This riding is found in the central part of the province, in the transitional area between the Aspen parkland and boreal forest biomes. John Felton Betts
John Felton Betts (October 9, 1854 – May 9, 1914Perry, Footz (2006) 224) was a merchant and political figure in the Northwest Territories, Canada. He represented Prince Albert and then Cumberland in the Legislative Assembly of the Northwest Territories from 1888 to 1898. He was born in Sterling, Ontario, the son of the Reverend Lorenzo A. Betts, and was educated at Albert College in Belleville. In 1882, he married Mary E. Boyle. Betts settled in Prince Albert in 1879, where he was the first person to erect a building on the townsite. He was justice of the peace and chairman of the school board. Betts also served as acting mayor of Prince Albert for nine years. Owen Edward Hughes (1848–1932) was a British-born judge and territorial level politician in Canada. He served as a Member of the North-West Territories Legislative Assembly from 1885 until 1888. Early life Owen Hughes was born in London, England, in 1848. Hughes and his brother were sent to school in France following the death of his father around 1852. After finishing school in France, he moved to Germany to attend university at either Heidelberg or Hannover. Military career According to Owen Hughes, he joined the German Army sometime between 1864 and 1866 and was still enlisted in 1870 at the beginning of the Franco-Prussian war. Upon learning that his brother was fighting for the other side, he deserted and returned to England. He claimed to then have been involved in running guns from England to France and in 1871, he was able to get his brother out of France. Cumberland ( ) is a historic county in the far North West England. It covers part of the Lake District as well as the north Pennines and Solway Firth coast. Thomas McKay (1 September 1792 – 9 October 1855) was a Canadian businessman who was one of the founders of the city of Ottawa, Ontario. Biography McKay was born in Perth, Scotland and became a skilled stonemason. He emigrated to the Canadas in 1817, and settled in Montreal. He became partners with John Redpath and their firm did the masonry work on the Lachine Canal near Montreal, they then went on to build the locks on the lower section of the Rideau Canal, between the Rideau River and the Ottawa River at Bytown. McKay also built two stone spans for the Union Bridge, which was the first bridge across the Ottawa River between Hull, Quebec and Bytown. The Commissariat building built by McKay in 1827 during the construction of the Rideau Canal now serves as home to the Bytown Museum and is the oldest surviving stone building in the city of Ottawa.
