William Horace Taylor
William Horace Taylor (7 December 1889 – 20 June 1986) was a Canadian politician. Born in Townsend Township, Ontario, he grew up on a farm near Scotland, Ontario, south of Brantford, Ontario. From 1921 to 1925, he was a farmer in Scotland. He was elected a councillor and later the reeve of Windham Township. In 1926, he was elected to the House of Commons of Canada in the riding of Norfolk—Elgin. A Liberal, he was re-elected in 1930, 1935, and 1940. From 1940 to 1945, he was the Chief Government Whip. Townsend Township, Ontario
Norfolk County is a rural single-tier municipality on the north shore of Lake Erie in Southwestern Ontario, Canada with a 2016 population of 67,490. Despite its name, it is no longer a county by definition, as all municipal services are handled by a single level of government. The largest community in Norfolk County is Simcoe, whose 2016 population was 13,922. The other population centres are Port Dover, Delhi, Waterford and Port Rowan, and there are many smaller communities. For several years in the late 20th century, the county was merged with Haldimand County but the merged entity was dissolved in 2000. The 1930 Canadian federal election was held on July 28, 1930, to elect members of the House of Commons of the 17th Parliament of Canada. Richard Bedford Bennett's Conservative Party won a majority government, defeating the Liberal Party led by Prime Minister William Lyon Mackenzie King. Background The first signs of the Great Depression were clearly evident by the 1930 election, and Conservative party leader Richard Bennett campaigned on a platform of aggressive measures in order to combat it. Part of the reason for Bennett's success lay in the Liberals' own handling of the rising unemployment of 1930. In Canada, a party whip is the member of a political party in the House of Commons of Canada, the Senate of Canada or a provincial legislative assembly charged with ensuring party discipline among members of that party's caucus. The whip is also responsible for assigning offices and scheduling speakers from his or her party for various bills, motions and other proceedings in the legislature. Responsibilities A party whip works to ensure that the number of party members in the legislature or at committee meetings is adequate to win a vote if one is called. When a vote is called in the legislature, division bells ring until the whips for each party are satisfied that there are sufficient members of their own party present for the vote to proceed. The 1940 Canadian federal election was held March 26, 1940, to elect members of the House of Commons of Canada of the 19th Parliament of Canada. Prime Minister William Lyon Mackenzie King's Liberal Party was re-elected to their second consecutive majority government. The election was overshadowed by the Second World War, which caused many Canadians to rally around the government. In response to this, the Conservative Party of Robert Manion ran on a platform advocating the creation of an all-party national unity government and ran under the name " National Government" in this election. Though Manion was personally opposed to conscription, the Liberals faced intense pressure in Quebec on the question and promised not to institute the measure. The 1935 Canadian federal election was held on October 14, 1935, to elect members of the House of Commons of Canada of the 18th Parliament of Canada. The Liberal Party of William Lyon Mackenzie King won a majority government, defeating Prime Minister R. B. Bennett's Conservatives. The central issue was the economy, which was still in the depths of the Great Depression. In office since the 1930 election, Bennett had sought to stimulate the economy during his first few years through a policy of high tariffs and trade within the British Empire. In the last months of his time in office, he reversed his position, copying the popular New Deal of Franklin Roosevelt in the United States.
