William E. Chapman
William E. Chapman was the American consul to Mexico in the late 1920s, and the American consul at Bilbao, Spain at the start of the Spanish Civil War. On July 17, 1927, Chapman survived a gunshot wound at Puerto Mexico, Mexico where he was stationed as Consul of the United States. Coatzacoalcos () is a major port city in the southern part of the Mexican state of Veracruz, mostly on the western side of the Coatzacoalcos River estuary, on the Bay of Campeche, on the southern Gulf of Mexico coast. Cordell Hull (October 2, 1871July 23, 1955) was an American politician from Tennessee and the longest-serving U.S. Secretary of State, holding the position for 11 years (1933–1944) in the administration of President Franklin Delano Roosevelt during most of World War II. Before that appointment he represented Tennessee for two years in the United States Senate and twenty-two years in the House of Representatives. Hull received the Nobel Peace Prize in 1945 for his role in establishing the United Nations, and was referred to by President Roosevelt as the "Father of the United Nations".
