Wapato Corrections Facility
Wapato Corrections Facility (also known as the Wapato Detention Facility, and colloquially Wapato Jail) is a building that was originally built as a Multnomah County jail in 2003 in the heavy industrial area of St. Johns, Portland, Oregon, St. Johns neighborhood of Portland, Oregon, Portland. It has never been put into service as a jail and was kept vacant until it was repurposed into the Bybee Lakes Hope Center homeless shelter which opened in October 2020. Mike Schrunk
Michael D. Schrunk (1942 – January 30, 2023) was an American attorney who served as district attorney of Multnomah County, Oregon, United States from 1981 until 2012. He is believed to have been the longest-serving district attorney in the state of Oregon. In 1981, after eight narcotics officers of the Portland Police Bureau were implicated for misconduct, Schrunk, sought pardons from the governor for 58 people convicted. In 1985, a Portland police officer killed Lloyd Stevenson, a black man, using a chokehold. It was ruled a homicide while under Schrunk's investigation, but a grand jury convened by Schrunk declined to indict either of the officers involved, citing the wording used in the homicide ruling as insufficiently definitive. Measure 11
Measure 11, also known as "One Strike You're Out", was a citizens' initiative passed in 1994 in the U.S. State of Oregon. This statutory enactment established mandatory minimum sentencing for several crimes. The measure was approved in the November 8, 1994 general election with 788,695 votes in favor, and 412,816 votes against. The sentencing judge cannot give a lesser sentence than that prescribed by Measure 11, nor can a prisoner's sentence be reduced for good behavior. Elizabeth Katharine Johnson (born January 12, 1951) is an American aviator, entrepreneur, and politician who served in the Oregon House of Representatives from the 1st and 31st House districts from 2001 to 2005, and in the Oregon Senate from the 16th district from 2005 to 2021, as a member of the Democratic Party.
