Vietnam Inland Waterways Administration (''VIWA'', Vietnamese: ''Cục Đường thuỷ nội địa Việt Nam'') is the government agency of the Ministry of Transport that governs and maintains the ports, rivers, canals and navigable lakes of Vietnam. The current General Director is Assistant Professor D., People's Teacher Trần Đắc Sửu; VIWA is located in Ha Noi. Transportation in Vietnam is improving rapidly in terms of both quantity and quality. Especially road traffic is growing rapidly but the major roads are dangerous and slow to travel on due to outdated design and an inappropriate traffic mix. In recent years, the construction of expressways has accelerated. Air travel is also important for long distance travel. Metro systems are under construction in the two metropolises of Vietnam, Hanoi and Ho Chi Minh City. Inland Waterway
A body of water, such as a river, canal or lake, is navigable if it is deep, wide and calm enough for a water vessel (e.g. boats) to pass safely. Such a navigable water is called a ''waterway'', and is preferably with few obstructions against direct traverse that needed avoiding, such as rocks, reefs or trees. Bridges built over waterways must have sufficient clearance. High flow speed may make a channel unnavigable due to risk of ship collisions.
