The Lieutenant Governor of Delhi is the constitutional head of the National Capital Territory of Delhi. The post was first established in September 1966, when The Delhi Administration Act, 1966 came into effect. Thus the former Delhi Legislative Assembly was replaced by the Delhi Metropolitan Council with 56 elected and 5 nominated members with the Lieutenant Governor of Delhi as its head. The Council however had no legislative powers, only an advisory role in the governance of Delhi. This setup functioned until 1990, when the Assembly was reinstated; the position of Lieutenant Governor retained its role. The National Capital Territory of Delhi (Amendment) Bill, 2021 was introduced in Parliament of India and was passed by both Lok Sabha and Rajya Sabha. Tejendra Khanna (born 16 December 1938) is the former Lieutenant Governor of Delhi twice, from January 1997 to April 1998 and again from April 2007 - July 2013. He also served as Chancellor of Delhi Technological University, Indraprastha Institute of Information Technology, Delhi, Guru Gobind Singh Indraprastha University and Ambedkar University. Early life and education Tejendra Khanna was born in Patna, Bihar on 16 December 1938. Banwari Lal Joshi (27 March 1936 – 22 December 2017) was an Indian civil servant and government official who was Governor of the Indian state of Uttar Pradesh from 2009 to 24 June 2014. He was previously Lieutenant-Governor of Delhi from 2004 to 2007, Governor of Meghalaya in 2007, and Governor of Uttarakhand from October 2007 to July 2009. Born in a small Rajasthan village of Choti Kathu of Nagour district, Joshi began his career in 1957 with the state police service in Rajasthan and moved to the Government of India in 1962.
