Vendelin Jurion
Vendelin Jurion (4 June 1806 – 10 February 1892) was a Luxembourgish politician and jurist. Jurion was born on 4 June 1806 in Bitburg, now in Germany but then a part of the French ''département'' of Forets (and, until its annexation by France, of the Duchy of Luxembourg). Jurion became an advocate on the district court in Diekirch, and later in Luxembourg City. While in Diekirch, he sat on the communal council, becoming mayor. In 1843, Jurion entered the administration of Luxembourg. He was elected to represent the canton of Diekirch on the Constituent Assembly, in 1848. When Luxembourg's first constitution was promulgated in 1848, he entered the Chamber of Deputies and served in the cabinet of Prime Minister Gaspard-Théodore-Ignace de la Fontaine as Administrator-General for the Interior. The president of the Council of State is the leader of Luxembourg's Council of State. The president is appointed by the grand duke, along with two vice presidents, and the appointment lasts for one year (although it can be renewed). The president of the Council of State must be either a member of the Council of State or the grand duke himself. However, to date, the latter option has never been taken, and it has become convention that the grand duke cannot be the president. Note that the position has often been left vacant, so few of the successions were immediate. The Constitution of Luxembourg (french: Constitution du Grand-Duché de Luxembourg) is the supreme law of the Grand Duchy of Luxembourg. The modern constitution was adopted on 17 October 1868. Whilst the constitution of 1868 marked a radical change in Luxembourg's constitutional settlement, it was technically an amendment of the original constitution. That original constitution was promulgated on 12 October 1841, came into effect on 1 January 1842, and was acutely amended on 20 March 1848, and again on 27 November 1856. Luxembourg first emerged as a legitimate principality in the 14th century. It lived under successive Burgundian, Spanish, French, Austrian sovereignty, until 1815 when the Congress of Vienna erected it into a grand duchy and assigned it to William I, King of the Netherlands. The Council of State ( lb, Staatsrot, french: Conseil d'État, german: Staatsrat) is an institution in Luxembourg that advises the national legislature, the Chamber of Deputies. Until 1 January 1997, it was also the country's supreme administrative court, but this function was ceded to the newly created Administrative Tribunal and Administrative Court. The Council of State was created by King-Grand Duke William III in the Coup of 1856. It was originally entirely appointed by the Grand Duke, but this was changed in 1866, and, despite the roll-back of many changes brought about by the coup, the Council of State has otherwise remained. Composition The Council of State is composed of twenty-one councillors, who are appointed by the Grand Duke. Of these, at least eleven must hold doctorates in law. Charles-''Mathias'' Simons (27 March 1802 – 5 October 1874)Thewes (2011), p. 27 was a Luxembourg politician and jurist. He was the third Prime Minister of Luxembourg, serving for seven years, from 1853 until 1860. He received his Doctorate of Laws in 1823 from the University of Liège. The year after, he registered at the bar of the court of first instance of Diekirch. In 1831 he was a delegate for Diekirch at the Belgian National Congress in Brussels, and helped to draft the new Belgian constitution. In 1836-1837 he was a member of the provincial council, and in 1841 became a member of the Assembly of Estates. In 1843-1848 he was a member of the cabinet and in 1848 of the Constituent Assembly.
