Valsamma Eapen is a chair of infant, child and adolescent psychiatry at UNSW Sydney. She is a fellow of the Royal Australian and New Zealand College of Psychiatrists, and the Royal College of Psychiatrists, UK. Education Eapen was born in Kerala, India and completed her secondary education in Trivandrum. After graduating in medicine from T.D Medical College Alleppey, she trained at the National Institute of Mental Health and Neurosciences in Bangalore, India, and in the UK, through the University College Hospital and North London Teaching Hospitals rotational training scheme and advanced training through the Great Ormond Street Hospital for Sick Children and Institute Of Child Health. Kerala ( ; ) is a state on the Malabar Coast of India. Random Hacks of Kindness (RHoK) is a global community of technologists dedicated to solving problems for charities, non-profits and social enterprises by organising recurring Hackathons that has existed since 2009. The organisation currently has a presence in over 20 cities throughout 5 continents, and had 2000 participants in 2017. The inverse care law is the principle that the availability of good medical or social care tends to vary inversely with the need of the population served. Proposed by Julian Tudor Hart in 1971, the term has since been widely adopted. It is considered a landmark publication in the history of ''The Lancet''. The name is a pun on inverse-square law, a term and concept from physics. The law states that: ''"The availability of good medical care tends to vary inversely with the need for it in the population served.
