The Universidad Nacional del Altiplano de Puno (acronym: UNAP) is a public university located in the city of Puno, Peru. It is one of the first public universities founded in 1856 at the initiative of the population of the Department of Puno. Initially it was created as an aristocratic training school. It excels in sciences, technologies and applied arts. UNAP is organized into 20 faculties comprising 37 professional schools. Robert Alexy (born 9 September 1945 in Oldenburg, Germany) is a jurist and a legal philosopher. Alexy studied law and philosophy at the University of Göttingen. He received his J.D. in 1976 with the dissertation ''A Theory of Legal Argumentation'', and he achieved his Habilitation in 1984 with a ''Theory of Constitutional Rights''.
