The United States House Committee on Appropriations is a committee of the United States House of Representatives that is responsible for passing appropriation bills along with its Senate counterpart. The bills passed by the Appropriations Committee regulate expenditures of money by the government of the United States. As such, it is one of the most powerful committees, and its members are seen as influential. History The constitutional basis for the Appropriations Committee comes from Article one, Section nine, Clause seven of the U.S. Constitution, which says: :No money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of receipts and expenditures of all public money shall be published from time to time. Rosa DeLauro
Rosa Luisa DeLauro (; born March 2, 1943) is an American politician who has been the U.S. representative for since 1991. She is a member of the Democratic Party. The district is based in New Haven and includes most of its suburbs. DeLauro is the dean of Connecticut's congressional delegation. Joseph Wellington "Jo" Byrns Sr. (July 20, 1869 – June 4, 1936) was a U.S. politician. He served as a 14-term Democratic congressman from Tennessee, and as the 41st speaker of the United States House of Representatives. Early life Byrns was born in Cedar Hill, Robertson County, Tennessee, son of James Henry Byrns and Mary Emily Jackson. He was named for a maternal uncle, Joseph William Green Jackson, who died in the American Civil War.
