United Nations Security Council resolution 864, adopted unanimously on 15 September 1993, after reaffirming resolutions 696 (1991), 747 (1992), 785 (1992), 793 (1992), 804 (1993), 811 (1993), 823 (1993), 834 (1993) and 851 (1993), the Council noted the continuing situation in Angola and went on to condemn and place international sanctions on UNITA. The Security Council expressed its concern about the deteriorating political, military and humanitarian situation in Angola and that, despite all previous resolutions and efforts, peace talks were suspended and no ceasefire was in effect. Support was given to the efforts of the Secretary-General and his Special Representative Margaret Anstee to help resolve the crisis through negotiations. The United Nations, therefore, would continue to be present in Angola in order to secure full implementation of the "Acordos de Paz" peace agreements. United Nations Security Council resolution 696, adopted unanimously on 30 May 1991, after noting the recent desire to sign the Bicesse Accords between the MPLA and UNITA in Angola, the recent withdrawal of all Cuban troops and considering a report by the Secretary-General, the Council approved Javier Pérez de Cuéllar's recommendations and established the United Nations Angola Verification Mission II (UNAVEM II), noting that the mandate of the United Nations Angola Verification Mission I (1989–1991) was coming to an end. Kimberley Process Certification Scheme
The Kimberley Process Certification Scheme (KPCS) is the process established in 2003 to prevent " conflict diamonds" from entering the mainstream rough diamond market by United Nations General Assembly Resolution 55/56 following recommendations in the Fowler Report. The process was set up "to ensure that diamond purchases were not financing violence by rebel movements and their allies seeking to undermine legitimate governments." The effectiveness of the process has been brought into question by organizations such as Global Witness (pulled out of the scheme on 5 December 2011) and IMPACT (pulled out on 14 December 2017), claiming it has failed in its purpose and does not provide markets with assurance that the diamonds are not conflict diamonds. Fowler Report
The Fowler Report, released on March 14, 2000, is a United Nations report detailing how various companies, African and European governments, including that of Angola and the political wing of UNITA, violated the Lusaka Protocol as well as UN-imposed sanctions. Robert Fowler, Canada's ambassador to the United Nations, headed the commission that compiled the report, which raised widespread international concern by highlighting the strong link between the illicit diamond trade and third world conflicts. United Nations Angola Verification Mission III
The United Nations Angola Verification Mission III was a peacekeeping mission that began operating in Angola in February 1995 during the civil war.Meisler, Stanley. ''United Nations: The First Fifty Years'', 1997. Page 369. It was established by the United Nations Security Council in Resolution 976, and concluded its mission in June 1997. The Indian Army contributed to this UN mission by deploying one infantry battalion group (1000 personnel) and one engineers company group (200 personnel). There were a total of six infantry battalion groups operating in distinct regions of Angola, during this period (One each from India, Zimbabwe, Zambia, Brazil, Bangladesh, Uruguay and Romania). General elections were held in Angola on 29 and 30 September 1992 to elect a President and National Assembly, the first time free and multi-party elections had been held in the country. They followed the signing of the Bicesse Accord on 31 May 1991 in an attempt to end the 17-year-long civil war. Voter turnout was 91.3% for the parliamentary election and 91.2% for the presidential election. The ruling People's Movement for the Liberation of Angola (MPLA) won both elections; however eight opposition parties, in particular the National Union for the Total Independence of Angola (UNITA), rejected the results as rigged. Angolan Civil War
The Angolan Civil War ( pt, Guerra Civil Angolana) was a civil war in Angola, beginning in 1975 and continuing, with interludes, until 2002. The war immediately began after Angola became independent from Portugal in November 1975.
