United Nations Security Council Resolution 692
United Nations Security Council resolution 692, adopted on 20 May 1991, after recalling resolutions 674 (1990), 686 (1991) and 687 (1991), as well as taking the report by the Secretary-General, the council decided to establish the United Nations Compensation Commission to deal with compensation claims resulting from Iraq's invasion of Kuwait, which subsequently led to the Gulf War. The council also decided that the Governing Council of the commission will be located in Geneva, would work to implement relevant parts of Resolution 687 (1991), and requested Member States to co-operate with it. It also asked the Governing Council to report as soon as possible on mechanisms for determining Iraq's contribution to the commission, noting that if Iraq refuses to co-operate with the Governing Council, the Security Council may reconsider the prohibition against the import of oil originating in Iraq. The United Nations Security Council (UNSC) is the organ of the United Nations charged with maintaining peace and security among nations. While other organs of the United Nations only make recommendations to member governments, the Security Council has the power to make decisions which member governments are obliged to carry out under the United Nations Charter. Iraq–Kuwait Relations
The relations between Iraq and Kuwait are longstanding and complex, experiencing many changes throughout recent decades. History Prior to the discovery of oil, the lands comprising modern day Iraq and Kuwait shared significant political, economic, social, and cultural ties. In the 1930’s, popular movement emerged in Kuwait which called for the reunification of the country with Iraq. This movement coalesced into the Free Kuwaiti Movement in 1938, which was established by Kuwaiti youths who were opposed to British influence in the region. The movement submitted a petition to the Iraqi government demanding that it support the reunification of Kuwait and Iraq. Fearing that the movement would turn into an armed rebellion, the Al Sabah family agreed to the establishment of a legislative council to represent the Free Kuwaiti Movement and its political demands. United Nations Security Council resolution 686, adopted on 2 March 1991, after reaffirming resolutions 660, 661, 662, 664, 665, 666, 667, 669, 670, 674, 677 and 678 (all 1990), the council noted the suspension of military activities against Iraq and that all twelve resolutions continue to have full force and effect.
