An urban area in Finland is defined as a cluster of dwellings with at least 200 inhabitants. The Finnish term for this is a ''taajama'' ( sv, tätort). Because of the strict definition of a ''taajama'', these areas exist both inside and outside of city and municipal borders. The largest ''taajama'' in Finland is the Helsinki urban area with over 1.3 million inhabitants in 2019. It extends across Helsinki as well as ten other municipalities in the Greater Helsinki area. The second largest is the Tampere urban area with about 342,000 inhabitants in 2019, and the third largest is the Turku urban area with about 278,000 inhabitants in 2019. The presence of ''taajama'' areas is used to regulate traffic, with a default of speed limit inside a ''taajama'' and outside. Each major road leading in or out of a ''taajama'' is marked with a road sign. Road Signs In Finland
Road signs in Finland are formerly regulated in ''Tieliikenneasetus'' (5.3.1982/182), but is currently regulated in ''Siirtymäsäännökset'' (8.5.2020/360). Most signs are based on pictograms, except signs like the prohibition-sign for stop at customs and the sign indicating a taxi rank. List Of Cities And Towns In Finland
The following is a list of cities in Finland. In the year 1977, the legal difference between towns and municipalities was removed. Today they are all classified as municipalities, some of which are commonly referred to as cities ''(kaupunki'' in Finnish, ''stad'' in Swedish). A municipality can decide whether it calls itself a municipality or a city. but ''suurkaupunki'' (~ large town) is used for a few cities in Finland. This fits the EU's definition of a city, which has the criteria of a minimum population of 50,000 and a minimum population density of 500 inhabitants per square kilometer. A simple, independent decision in the municipal council is sufficient to call a municipality (''kunta'') a city (''kaupunki'').
