Upward Bound
Upward Bound is a federally funded educational program within the United States. The program is one of a cluster of programs now referred to as TRiO, all of which owe their existence to the federal Economic Opportunity Act of 1964 (the War on Poverty Program) and the Higher Education Act of 1965. Upward Bound programs are implemented and monitored by the United States Department of Education. The goal of Upward Bound is to provide certain categories of high school students better opportunities for attending college. The categories of greatest concern are those with low income, those with parents who did not attend college, and those living in rural areas. The program works through individual grants, each of which covers a restricted geographic area and provides services to approximately 59,000 students annually. The program focuses on academic and nonacademic resources and activities like visits to museums or tutoring for school work. Students are encouraged to be involved in ... Upward Bound High School
Upward Bound High School in Hartwick, New York was the first alternative education program in Otsego County, New York. Created by English teacher Mike Newell and principal Mark Rathbun, Upward Bound High school was first located in the basement of a Unitarian church in Oneonta, New York. Created in the mid-1980s, Upward Bound strived to create an environment for "at-risk" high school students more conducive to learning than traditional publicly run school. By pooling together the students having the most difficulty functioning, regardless of the root of the problem, Upward Bound brought students together by eliminating labels. In classes of a maximum of eight students, each student could now properly be concentrated on. Though the school has ostensibly disappeared within the last three years , the program still continues, though with less of an eye toward individuality. After the move to Hartwick, Upward Bound students had their own campus A campus is traditionally the land ... Upward (military Project)
UPWARD was the code name, within the National Reconnaissance Office's Byeman Control System, for assistance given to the National Aeronautics and Space Administration (NASA) during Project Apollo. The camera designed to survey the lunar surface was a modification of the GAMBIT design and utilized a 1.5 inch focal length camera for a terrain mapping apparatus. This camera system was present on both the CORONA and GAMBIT survey systems. The NRO and NASA had multiple meetings discussing the required technology for Lunar Mapping. Specifically, the NASA Apollo Applicant Working Group (dated on 6-9 Dec 1966) considered the following optical sensors: * A camera from the unmanned lunar orbiter * 12-inch focal length panoramic camera * The multi-spectral experiment reviewed earlier by the Department of Defense * 6-inch focal length mapping camera * Telescope using Questar lens (56-inch focal length) and with simplified tracking and focusing device * An imaging radar In a following meetin ... Upward Continuation
Upward continuation is a method used in oil exploration and geophysics to estimate the values of a gravitational or magnetic field by using measurements at a lower elevation and extrapolating upward, assuming continuity. This technique is commonly used to merge different measurements to a common level so as to reduce scatter and allow for easier analysis. See also *Petroleum geology Petroleum geology is the study of origin, occurrence, movement, accumulation, and exploration of hydrocarbon fuels. It refers to the specific set of geological disciplines that are applied to the search for hydrocarbons (oil exploration). Sedime ... Upward Looking Sonar
Sonar (sound navigation and ranging or sonic navigation and ranging) is a technique that uses sound propagation (usually underwater, as in submarine navigation) to navigate, measure distances (ranging), communicate with or detect objects on or under the surface of the water, such as other vessels. "Sonar" can refer to one of two types of technology: ''passive'' sonar means listening for the sound made by vessels; ''active'' sonar means emitting pulses of sounds and listening for echoes. Sonar may be used as a means of acoustic location and of measurement of the echo characteristics of "targets" in the water. Acoustic location in air was used before the introduction of radar. Sonar may also be used for robot navigation, and SODAR (an upward-looking in-air sonar) is used for atmospheric investigations. The term ''sonar'' is also used for the equipment used to generate and receive the sound. The acoustic frequencies used in sonar systems vary from very low (infrasonic) to extrem ... Upward Spiral
Upward Spiral is a term used by Paul Kennedy in his book ''The Rise and Fall of Great Powers'' to describe the continually rising cost of military equipment relative to civilian manufactured goods. According to Kennedy there is an upward spiral at work in "all areas" of military production which is "becoming increasingly divergent from the commercial". The desire for state-of-the-art weaponry is meant to be pushing up the cost.Kennedy, 1989, pp. 570-1. Theory Writing in the late 1980s he said it was reasonable to assume that the next few decades would witness "the spiralling cost of the arms race, which is fuelled by the sheer expensiveness of newer weapons systems as well as by international rivalries." Quoting the comment of Peter Mathias that "One of the few constancies in history... is that the scale of commitment on military spending has always risen"Mathias, 1969, p. 44. Kennedy argues that this has become more important with time. According to Kennedy, "if that was true for t ...
