The Universal Day of Culture under the Banner of Peace, known also as the World Day of Culture, is an observance held annually on April 15 in many countries around the World to promote the protection of culture, the Roerich Pact and the Banner of Peace. History The Universal Day of Culture was proposed by the author of the Roerich Pact - the Russian artist Nicholas Roerich. In several articles and letters, written in 1931-1935, he spoke about the Universal Day of Culture. Union of the Baltic Cities (''UBC'') is a voluntary, proactive network mobilizing the shared potential of the member cities for democratic, economic, social, cultural and environmentally sustainable development of the Baltic Sea region. Origins The Union of the Baltic Cities was founded in Gdańsk, Poland in September 1991, by 32 cities, with the aim of developing cooperation and exchange between its member cities. Inspired in part by the historic example of the Hanseatic League and supported by the European Union's Interreg programs to stimulate regional cooperation within the EU, it was one of the first formal institutions established to bolster the Baltic as a cohesive region within Europe. Yelena Grigoryevna Drapeko (russian: Еле́на Григо́рьевна Драпе́ко; born 29 October 1948) is a Soviet and Russian theatre and film actress. She has appeared in more than 30 films and television shows since 1972. She is also a member of the State Duma since 2000. On 29 November 2022, during the 2022 Russian invasion of Ukraine, she claimed that Ukraine as a separate country doesn't exist, that Ukraine is Russian, that the Ukrainian people would benefit from a Russian takeover, and that it was surprising that the Western countries were assisting Ukraine against the Russian attack. The State Duma (russian: Госуда́рственная ду́ма, r=Gosudárstvennaja dúma), commonly abbreviated in Russian as Gosduma ( rus, Госду́ма), is the lower house of the Federal Assembly of Russia, while the upper house is the Federation Council. Ylakiai ( pl, Iłoki) is a small town in Skuodas County, in northwestern Lithuania. According to the census of 2011, the town has a population of 950 people. Rietavas (; Samogitian: ''Rėitavs''; pl, Retów) is a city in Lithuania on the Jūra River. According to the 2001 census it had a population of 3,979. It is the capital of Rietavas municipality.
