United Nations Security Council Resolution 689
United Nations Security Council resolution 689, adopted unanimously on 9 April 1991, after recalling Resolution 687 (1991), the council noted a report by the Secretary-General and decided to establish the United Nations Iraq–Kuwait Observation Mission to monitor the demilitarized zone between Iraq and Kuwait, known as the Kuwait–Iraq barrier. Acting under Chapter VII of the United Nations Charter, the council established the Mission for an initial period of six months, deciding to review the question of its termination every six months. Its presence was to deter border violations and monitor hostile or potentially hostile action mounted by either country against the other. A separation barrier or separation wall is a barrier, wall or fence, constructed to limit the movement of people across a certain line or border, or to separate peoples or cultures. A separation barrier that runs along an internationally recognized border is known as a border barrier. David Henley opines in ''The Guardian'' that separation barriers are being built at a record-rate around the world along borders and do not only surround dictatorships or pariah states. Kuwait is a sovereign state in Western Asia located at the head of the Persian Gulf. United Nations Security Council Resolutions Concerning Iraq
The United Nations Security Council (UNSC) is the organ of the United Nations charged with maintaining peace and security among nations. While other organs of the United Nations only make recommendations to member governments, the Security Council has the power to make decisions which member governments are obliged to carry out under the United Nations Charter. The decisions of the Council are known as United Nations Security Council Resolutions. Iraqi No-fly Zones
The Iraqi no-fly zones conflict was a low-level conflict in the two no-fly zones (NFZs) in Iraq that were proclaimed by the United States, United Kingdom, and France after the Gulf War of 1991. The United States stated that the NFZs were intended to protect the ethnic Kurdish minority in northern Iraq and Shiite Muslims in the south. Iraqi aircraft were forbidden from flying inside the zones. The policy was enforced by the United States and the United Kingdom until 2003, when it was rendered obsolete by the 2003 invasion of Iraq. French aircraft patrols also participated until France withdrew in 1996. The Iraqi government claimed 1,400 civilians were killed by Coalition bombing during the NFZ. The Kurdish dominated north gained effective autonomy and was protected from a feared repeat of the Anfal genocide in 1988 that killed tens of thousands of civilians. Iraq–Kuwait Relations
The relations between Iraq and Kuwait are longstanding and complex, experiencing many changes throughout recent decades. History Prior to the discovery of oil, the lands comprising modern day Iraq and Kuwait shared significant political, economic, social, and cultural ties. In the 1930’s, popular movement emerged in Kuwait which called for the reunification of the country with Iraq. This movement coalesced into the Free Kuwaiti Movement in 1938, which was established by Kuwaiti youths who were opposed to British influence in the region. The movement submitted a petition to the Iraqi government demanding that it support the reunification of Kuwait and Iraq. Fearing that the movement would turn into an armed rebellion, the Al Sabah family agreed to the establishment of a legislative council to represent the Free Kuwaiti Movement and its political demands. Gulf War
The Gulf War was a 1990–1991 armed campaign waged by a 35-country military coalition in response to the Iraqi invasion of Kuwait. Spearheaded by the United States, the coalition's efforts against Iraq were carried out in two key phases: Operation Desert Shield, which marked the military buildup from August 1990 to January 1991; and Operation Desert Storm, which began with the aerial bombing campaign against Iraq on 17 January 1991 and came to a close with the American-led Liberation of Kuwait on 28 February 1991.
