United Nations Security Council Resolution 611
United Nations Security Council resolution 611, adopted on 25 April 1988, after recalling Resolution 573 (1985) and noting a complaint from Tunisia against Israel, the Council condemned an attack on Tunisia on 16 April 1988, in which Khalil al-Wazir, an affiliate of the Palestine Liberation Organization and founder of the Fatah political party, was assassinated. The Council described the attack as a "flagrant violation of the Charter", and urged Member States to take measures to prevent such attacks occurring against the sovereignty and territorial integrity of all States. It also confirmed its determination to take appropriate steps to implement the current resolution, requesting the Secretary-General to report urgently to the Council any new developments in the situation. The resolution, which did not explicitly implicate Israel in the attack, was adopted by 14 votes to none, with one abstention from the United States. United Nations Security Council Resolution 573
United Nations Security Council resolution 573, adopted on 4 October 1985, after hearing a complaint by Tunisia, the Council condemned an air raid on the country by the Air Force of Israel on 1 October. The Palestine Liberation Organization (PLO) headquarters was targeted in the attack, after Israel had responded to the murder of three Israeli citizens in Cyprus. The Council reminded States to refrain from threats or the use of force in their international relations, in accordance with the United Nations Charter. Considering that Israel had admitted to the attack immediately after carrying it out, the Council demanded that Israel refrain from further such attacks, urging Member States to dissuade Israel from doing so. It also noted that Tunisia had the right to reparations considering the loss of life and material damage caused. Operation "Wooden Leg" ( he, מבצע רגל עץ, ''Mivtza Regel Etz'') was an attack by Israel on the Palestine Liberation Organization (PLO) headquarters in Hammam Chott, near Tunis, Tunisia, on October 1, 1985. Abstention
Abstention is a term in election procedure for when a participant in a vote either does not go to vote (on election day) or, in parliamentary procedure, is present during the vote, but does not cast a ballot. Abstention must be contrasted with "blank vote", in which a voter casts a ballot willfully made invalid by marking it wrongly or by not marking anything at all.
