The Town of Albany was a local government area in the Great Southern region of Western Australia representing the town of Albany, south-southeast of the capital, Perth. History The Municipality of Albany was gazetted on 21 February 1871. It was initially headed by a chairman until 1885, after which the municipality had a succession of early notable mayors. William Finlay was the first mayor of Albany when he was elected in 1885. William Grills Knight was elected in 1886 and was succeeded by Lancel Victor de Hamel in 1889. John Moir was elected after De Hamel left to enter state politics later the same year and served until 1890. Robert Andrew Muir was elected in 1891 and retired at the end of his year's term due to ill health. Moir was reelected from 1894 to 1897. Albany, Western Australia
Albany ( ; nys, Kinjarling) is a port city in the Great Southern region in the Australian state of Western Australia, southeast of Perth, the state capital. The city centre is at the northern edge of Princess Royal Harbour, which is a part of King George Sound. The central business district is bounded by Mount Clarence to the east and Mount Melville to the west. The city is in the local government area of the City of Albany. While it is the oldest colonial, although not European, settlement in Western Australia - predating Perth and Fremantle by over two years - it was a semi-exclave of New South Wales for over four years until it was made part of the Swan River Colony. The settlement was founded on 26 December 1826 as a military outpost of New South Wales for the purpose of forestalling French ambitions in the region. William Grills Knight
William Grills Knight (23 January 1839 3 May 1903) was a prominent businessman and politician who served as the Mayor of Albany in the Great Southern region of Western Australia. Knight was born 23 January 1839 in Fremantle, Western Australia to Stephen Henry Knight, a postmaster who had arrived on ''Parmelia'' in 1829 as one of the first settlers. The family moved to Albany the following year. He married Ann Augusta McKail and together they had four children. In 1865 Knight was working as a farmer and grazier at ''Woodlands'', a farm owned by John McKail, in the Porongurups. The Rocks, an iconic building in Albany, was built by Grills in 1882 as his residence. The building, now used as an exclusive hotel, is heritage listed. First elected in 1876 Knight then served as chairman from 1877 to 1879. Knight remained on the council and was elected as Mayor of Albany in 1886. The Shire of Albany was a local government area in the Great Southern region of Western Australia centred on (but not including) the town of Albany about south-southeast of the capital, Perth, and covering an area of . History It was established as the Albany Road District on 10 April 1896. A section of the district was separated to form the new Denmark Road District on 22 September 1911. Robert Andrew Muir
Robert Andrew Muir (20 June 1821 18 August 1904) was a merchant and politician who served as the mayor of Albany, Western Australia. Muir was born in Fife, Scotland on 20 June 1821; his family emigrated to Western Australia when he was a young boy. Arriving aboard ''Ganges'' on Fremantle in 1844 the family moved to Cape Riche shortly afterward. The family later took up land along the Hay River but eventually settled at the property ''Forest Hill'' near Mount Barker. The family soon expanded their business interests and set up as merchants in Albany. The business, named A. Muir and Sons, prospered and Robert Muir took over in 1884. The family also pioneered the Eucla region setting up a sheep station in the area. In 1887 Muir purchased Pyrmont, a now heritage listed building, as his Albany residence. John Moir (politician)
John Moir (29 July 1856 19 July 1939) was prominent businessman and politician who served as the mayor of Albany in the Great Southern region of Western Australia. Born in Albany on 29 July 1856, he was the eldest son of Alexander Moir, who had arrived in Albany in 1852. Moir was sent to Perth as a child to study at Bishop's College. Arriving back in Albany at age 16 he joined his father in his business interests. By 1880 Moir's father retired and left him in charge of the family businesses. By 1882 Moir was the foundation president of the Albany Chamber of Commerce and Industry. Moving to work briefly in South Australia Moir met and later married Edith Jane Lines in 1883. A year later they had a child, Clifford St John Moir, who died before his first birthday. Later, returning to Albany, he contested the first mayoral election in 1885 but lost to William Finlay. Lancel Victor De Hamel
Lancel Victor de Hamel (10 September 1849 – 25 November 1894) was a publisher, solicitor and politician who represented the people of Albany in the Great Southern region of Western Australia. Early life De Hamel was born on 10 September 1849 in London. His father, Felix John de Hamel, was a solicitor in Stoke Newington, London. Lancel followed in his footsteps and after completing his training worked as a solicitor for the Board of Trade, at Newcastle upon Tyne. He was actively involved in local politics as a conservative and a captain of the 3rd Volunteer Battalion of the Royal Northumberland Fusiliers. He married Marion Eugenie de Manuel Hammond in 1877 in Northumberland and in the 1880s de Hamel embarked on an unsuccessful expedition to find buried treasure on a pacific island. William Finlay (mayor)
William Finlay (22 February 1840 18 June 1886) was a policeman and the first mayor of Albany in the Great Southern region of Western Australia. Parents Finlay's parents were William and Marjory Finlay. His father, William Finlay (5 June 1807 11 June 1890) was born in Dundee, Scotland in 1807. He served in the army and rose to the rank of sergeant. William Jr. was born in 1840 in Ireland. Early life The Finlays, both parents and three children, arrived in Western Australia aboard the convict ship '' Scindian'' in 1850 and initially settled at Freshwater Bay. Another five children were born in Western Australia over the next few years. Police Finlay joined the police force in 1858; he served as a constable in Albany in 1864, moving to Williams in 1869, then to York in 1873 and then to Geraldton in 1874.
