Tampa Affair
In late August 2001, the Howard Government of Australia refused permission for the Norwegian freighter MV ''Tampa'', carrying 433 rescued refugees (predominantly Hazaras of Afghanistan from a distressed fishing vessel in international waters) and 5 crew, to enter Australian waters. This triggered an Australian political controversy in the lead-up to the 2001 federal election, and a diplomatic dispute between Australia and Norway. The MV Tampa was a so called ro-ro ship. Ro-ro is an abbreviation of roll-on/roll off. These ships are cargo ships designed to carry wheeled cargo, such as cars, motorcycles, trucks, semi-trailer trucks, buses, trailers, and railroad cars, that are driven on and off the ship on their own wheels or using a platform vehicle, such as a self-propelled modular transporter. This is in contrast to lift-on/lift-off (LoLo) vessels, which use a crane to load and unload cargo. When the ''Tampa'' entered Australian waters, the Prime Minister ordered the shi ...

Crane (machine)
A crane is a type of machine, generally equipped with a hoist rope, wire ropes or chains, and sheaves, that can be used both to lift and lower materials and to move them horizontally. It is mainly used for lifting heavy objects and transporting them to other places. The device uses one or more simple machines to create mechanical advantage and thus move loads beyond the normal capability of a human. Cranes are commonly employed in transportation for the loading and unloading of freight, in construction for the movement of materials, and in manufacturing for the assembling of heavy equipment. The first known crane machine was the shaduf, a water-lifting device that was invented in ancient Mesopotamia (modern Iraq) and then appeared in ancient Egyptian technology. Construction cranes later appeared in ancient Greece, where they were powered by men or animals (such as donkeys), and used for the construction of buildings. Larger cranes were later developed in the Roman Empire, e ...

Right Of Asylum
The right of asylum (sometimes called right of political asylum; ) is an ancient juridical concept, under which people persecuted by their own rulers might be protected by another sovereign authority, like a second country or another entity which in medieval times could offer sanctuary. This right was recognized by the Ancient Egyptians, the Greeks, and the Hebrews, from whom it was adopted into Western tradition. René Descartes fled to the Netherlands, Voltaire to England, and Thomas Hobbes to France, because each state offered protection to persecuted foreigners. The Egyptians, Greeks and Hebrews recognized a religious "right of asylum", protecting people (including those accused of crime) from severe punishments. This principle was later adopted by the established Christian church, and various rules were developed that detailed how to qualify for protection and what degree of protection one would receive. The Council of Orleans decided in 511, in the presence of Clo ...

Its nearest neighbour is Banaba Island in Kiribati, about to the east. It further lies northwest of Tuvalu, northeast of Solomon Islands, east-northeast of Papua New Guinea, southeast of the Federated States of Micronesia and south of the Marshall Islands. With only a area, Nauru is the third-smallest country in the world behind Vatican City and Monaco, making it the smallest republic as well as the smallest island nation. Its population of about 10,000 is the world's second-smallest (not including colonies or overseas territories), after Vatican City. Settled by people from Micronesia circa 1000 BCE, Nauru was annexed and claimed as a colony by the German Empire in the late 19th century. Asylum Seekers
An asylum seeker is a person who leaves their country of residence, enters another country and applies for asylum (i.e., international protection) in that other country. An asylum seeker is an immigrant who has been forcibly displaced and might have fled their home country because of war or other factors harming them or their family. If their case is accepted, they become considered a refugee. The terms ''asylum seeker'', ''refugee'' and ''illegal immigrant'' are often confused. A person becomes an asylum seeker by making a formal application for the right to remain in another country and keeps that status until the application has been concluded. The relevant immigration authorities of the country of asylum determine whether the asylum seeker will be granted protection and become an officially recognized refugee or whether asylum will be refused and the asylum seeker becomes an illegal immigrant who may be asked to leave the country and may even be deported. In North Amer ...

Pacific Solution
Pacific Solution is the name given to the Government of Australia policy of transporting asylum seekers to detention centres on island nations in the Pacific Ocean, rather than allowing them to land on the Australian mainland. Initially implemented from 2001 to 2007, it had bipartisan support from the Coalition and Labor opposition at the time. The Pacific Solution consisted of three central strategies: *Thousands of islands were excised from the Australian migration zone and Australian territory; *The Australian Defence Force commenced Operation Relex to intercept vessels carrying asylum seekers ( SIEVs); *The asylum seekers were removed to detention centres in Nauru and on Manus Island, Papua New Guinea, while their refugee status was determined. A number of pieces of legislation enabled this policy. The policy was developed by the Howard Government in response to the Tampa affair in August 2001 and the Children Overboard affair, and was implemented by Immigration Min ...

Sovereignty
Sovereignty is the defining authority within individual consciousness, social construct, or territory. Sovereignty entails hierarchy within the state, as well as external autonomy for states. In any state, sovereignty is assigned to the person, body, or institution that has the ultimate authority over other people in order to establish a law or change an existing law. In political theory, sovereignty is a substantive term designating supreme legitimate authority over some polity. In international law, sovereignty is the exercise of power by a state. ''De jure'' sovereignty refers to the legal right to do so; ''de facto'' sovereignty refers to the factual ability to do so. This can become an issue of special concern upon the failure of the usual expectation that ''de jure'' and ''de facto'' sovereignty exist at the place and time of concern, and reside within the same organization. Etymology The term arises from the unattested Vulgar Latin's ''*superanus'', (itself derived ...
