Tiberiu Eugen Brînză (born 21 September 1968 in Bucharest) is a former Romanian rugby union player. He played as number eight. He played for RC Narbonne and for Rumilly in France. He had 37 caps for Romania, from 1990 to 2002, scoring 2 tries, 10 points on aggregate. He was called for the 1991 Rugby World Cup, playing a single game, for the 1995 Rugby World Cup, playing in two games as the captain, and for the 1999 Rugby World Cup The 1999 Rugby World Cup was the fourth Rugby World Cup, the quadrennial international rugby union championship. Bucharest

1999 Rugby World Cup
The 1999 Rugby World Cup was the fourth Rugby World Cup, the quadrennial international rugby union championship. It was principally hosted by Wales, and was won by Australia. This was the first Rugby World Cup to be held in the sport's professional era. Although the majority of matches were played outside Wales (shared between England, France, Scotland and Ireland) the opening ceremony, the first match and the final were held in Cardiff. Four automatic qualification places were available for the 1999 tournament; Wales qualified automatically as hosts, and the other three places went to the top three teams from the previous World Cup in 1995: champions South Africa, runners-up New Zealand and third-placed France. The 1995 Rugby World Cup was the third Rugby World Cup. It was hosted and won by South Africa, and was the first Rugby World Cup in which every match was held in one country. The World Cup was the first major sporting event to take place in South Africa following the end of apartheid. It was also the first World Cup in which South Africa was allowed to compete; the International Rugby Football Board (IRFB, now World Rugby) had only readmitted South Africa to international rugby in 1992, following negotiations to end apartheid. 1991 Rugby World Cup
The 1991 Rugby World Cup was the second edition of the Rugby World Cup, and was jointly hosted by England, Scotland, Wales, Ireland and France: at the time, the five European countries who participated in the Five Nations Championship. This was the first Rugby World Cup to be staged in the northern hemisphere, with England the hosts of the final. Also for the first time, qualifying competitions were introduced as the number of entrants had increased from 16 nations four years before to a total of 33 countries. The eight quarter-finalists from 1987 qualified automatically with the remaining eight spots contested through qualifiers by 25 countries.
