The Independent Commission For Human Rights
The Independent Commission for Human Rights (ICHR) is the national human rights institution of Palestine. It was established in 1993 upon a presidential decree issued by President Yasser Arafat on September 30, 1993, in compliance with article 31 of the Palestinian Basic Law (1993) that states that an "independent commission for human rights shall be established pursuant to a law that will specify its formation, duties and jurisdiction". The presidential decree was subsequently published in the official gazette in 1995 (No. 59/1995). Dr. Hanan Ashrawi was ICHR's first Commissioner General. Its current Commissioner General is Mr. Issam Younis. In 2009 the ICHR received full accreditation as a national institution in accordance with the 1993 Paris Principles of National Human Rights Institutions (NHRI). Government Agency
A government or state agency, sometimes an appointed commission, is a permanent or semi-permanent organization in the machinery of government that is responsible for the oversight and administration of specific functions, such as an administration. There is a notable variety of agency types. Although usage differs, a government agency is normally distinct both from a department or ministry, and other types of public body established by government. The functions of an agency are normally executive in character since different types of organizations (''such as commissions'') are most often constituted in an advisory role—this distinction is often blurred in practice however, it is not allowed. A government agency may be established by either a national government or a state government within a federal system. Agencies can be established by legislation or by executive powers. The autonomy, independence, and accountability of government agencies also vary widely. History Early exa ... Ramallah
Ramallah ( , ; ar, رام الله, , God's Height) is a Palestinian city in the central West Bank that serves as the ''de facto'' administrative capital of the State of Palestine. It is situated on the Judaean Mountains, north of Jerusalem, at an average elevation of above sea level, adjacent to al-Bireh. Ramallah has buildings containing masonry from the period of Herod the Great, but no complete building predates the Crusades of the 11th century. The modern city was founded during the 16th century by the Hadadeens, an Arab Christian clan descended from Ghassanids. In 1517, the city was incorporated into the Ottoman Empire, and in 1920, it became part of British Mandatory Palestine after it was captured by the United Kingdom during World War I. The 1948 Arab–Israeli War saw the entire West Bank, including Ramallah, occupied and annexed by Transjordan. Ramallah was later captured by Israel in the 1967 Six-Day War. Since the 1995 Oslo Accords, Ramallah has been go ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

National Human Rights Institution
A national human rights institution (NHRI) is an independent state-based institution with the responsibility to broadly protect and promote human rights in a given country. The growth of such bodies has been encouraged by the Office of the United Nations High Commissioner for Human Rights (OHCHR), which has provided advisory and support services, and facilitated access for NHRIs to the United Nations (UN) treaty bodies and other committees. There are over one hundred such institutions, about two-thirds assessed by peer review as compliant with the United Nations standards set out in the Paris Principles. Compliance with the Principles is the basis for accreditation at the UN, which, uniquely for NHRIs, is not conducted directly by a UN body but by a sub-committee of the Global Alliance of National Human Rights Institutions (GANHRI) called thSub-Committee on Accreditation The secretariat to the review process (for initial accreditation, and reaccreditation every five years) is provi ... Paris Principles (human Rights Standards)
The Paris Principles were defined at the first International Workshop on National Institutions for the Promotion and Protection of Human Rights held in Paris on 7–9 October 1991. They were adopted by the United Nations Human Rights Commission by Resolution 1992/54 of 1992, and by the UN General Assembly in its Resolution 48/134 of 1993. In addition to exchanging views on existing arrangements, the workshop participants drew up a comprehensive series of recommendations on the role, composition, status and also functions of national human rights institutions (NHRIs). These built on standards previously adopted by the 1978 Geneva Seminar on National and Local Institutions for the Promotion and Protection of Human Rights’, which produced the ‘Guidelines on the Structure and Functioning of National and Local Institutions for the Promotion and Protection of Human Rights’.
