Rostov Oblast ( rus, Росто́вская о́бласть, r=Rostovskaya oblast, p=rɐˈstofskəjə ˈobləsʲtʲ) is a federal subject of Russia (an oblast), located in the Southern Federal District. The oblast has an area of and a population of 4,277,976 ( 2010 Census), making it the sixth most populous federal subject in Russia. Its administrative center is the city of Rostov-on-Don, which also became the administrative center of the Southern Federal District in 2002. The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities. A raion (also spelt rayon) is a type of administrative unit of several post-Soviet states. The term is used for both a type of subnational entity and a division of a city. The word is from the French (meaning 'honeycomb, department'), and is commonly translated as "district" in English. A raion is a standardized administrative entity across most of the former Soviet Union and is usually a subdivision two steps below the national level, such as a subdivision of an oblast.
