The Secretariat for Social Affairs and Culture (; pt, Secretariado para os Assuntos Sociais e Cultura) is a department of the Government of Macau, Macao Government. The Secretariat is responsible for the education, health, tourism, social affairs and culture issues in the region. The Government of the Macau Special Administrative Region (; Portuguese: Governo da R.A.E. de Macau; conventional short name Macau Government, 澳門政府, Governo de Macau), are headed by secretariats or commissioners and report directly to the chief executive. The affairs of the government are decided by secretaries, who are appointed by the chief executive and endorsed by the State Council of the Central People's Government in Beijing. As a special administrative region of China, Macau has a high degree of autonomy, in light of the " One Country, Two Systems" policy. Elsie Ao Ieong
Elsie Ao Ieong is a Macanese civil servant, serving as the Secretariat for Social Affairs and Culture, Secretary for Social Affairs and Culture and Secretary of the Talents Development Committee in the Macau Government, and is currently their highest-ranking female civil servant. She previously headed the Macau Female Civil Servant Association. Early life and education Elsie Ao Ieong has lived in Macau since the 1990s. She completed an undergraduate and master's degree in engineering and computer engineering respectively, and later earned a second post-graduate degree in comparative law. Career Elsie Ao Ieong was a civil servant and headed Macau's Identification Services Bureau. She was later selected to be the Secretary for Social Affairs and Culture, replacing Alexis Tam.
