SKAT (tax Agency)
SKAT () was the tax authority of Denmark from 2005 until its reorganization in 2018 as a result of several serious scandals. It had been the state authority under which the Danish Treasury calculated and collected taxes and levied charges. The authority also undertook property valuation and settlement of debts. SKAT was organized into different core units and 30 local tax centers. Tax Centers are located across the country although Danish citizens can in principle apply to any tax center. There were also 22 customs operations. SKAT had been created by the merger of the National Customs and Tax Administration and the municipal tax administrations. From 1 July 2018, Skatteforvaltningen took over the responsibilities of the former SKAT, and Skatteforvaltningen became a group of 7 different tax agencies with specific areas and functions, with the agencies continuing to share the skat.dk website. The Cabinet of Denmark ( da, regering) has been the chief executive body and the government of the Kingdom of Denmark since 1848. The Cabinet is led by the Prime Minister. There are around 25 members of the Cabinet, known as "ministers", all of whom are also heads of specific government ministries. The Cabinet has usually been composed of Ministers from two or more parties forming a coalition government. Still, most of these governments have been minority governments, relying on the support of still other parties. Cabinets are formally appointed by the Monarch. In practice, once a government has stepped down, there is a fixed set of rules for appointing an investigator (most often the future Prime Minister), with the job of trying to form a new government. The CumEx-Files is an investigation by a number of European news media outlets into a tax fraud scheme discovered by them in 2017. A network of banks, stock traders, and lawyers had obtained billions from European treasuries through suspected fraud and speculation involving dividend taxes. The five hardest hit countries may have lost at least $62.9 billion. Germany is the hardest hit country, with around $36.2 billion withdrawn from the German treasury. Estimated losses for other countries include at least €17 billion for France, €4.5 billion in Italy, €1.7 billion in Denmark and €201 million for Belgium. The name "cum-ex" is derived from Latin, meaning "with without", and refers to the disappearing nature of the fraudulent dividend payments.
