SEPPIR
Special Secretariat for Policies to Promote Racial Equality, ''Secretaria Nacional de Políticas de Promoção da Igualdade Racial'' (SEPPIR) is a government agency in Brazil. The agency has been headed by Luiza Helena de Bairros and Edson Santos. It was created in 2003. The National Council for the Promotion of Racial Equality, established in 2003 advises it. Background Brazil took in the most slaves of any country in the Americas and was the last to outlaw slavery in 1888. Afro-Brazilians and their descendants have faced discrimination and many live in poverty. Luiz Inácio Lula da Silva made addressing the issues a priority. Luiza Helena De Bairros
Luiza Helena de Bairros (27 March 1953 – 12 July 2016) was a Brazilian administrator and sociologist. She was the chief minister of the Special Secretariat for Policies to Promote Racial Equality between 2011 and 2014. Biography Bairros was born in Porto Alegre but made her political career in the state of Bahia. She held a business degree from the Federal University of Rio Grande do Sul, a master's degree in social sciences from the Federal University of Bahia and a doctorate in sociology from the University of Michigan. Edson Santos (politician)
Édson Santos de Souza (born 21 July 1954) is a Brazilian sociologist and politician. He has been a city councilor in Rio de Janeiro since 2023, a post he previously occupied from 1989 to 2007. He has also been vice-president of the municipal chamber. He was also a federal deputy from the state of Rio de Janeiro from 2007 to 2015, and the chief minister of the Ministry of Racial Equality from 2008 to 2010. He is currently affiliated with the Workers' Party (PT). He is noted for his long-standing presence in decisions made for racial equality during his time as minister. Biography Santos was born in the Rio de Janeiro neighborhood of Horto. Damares Regina Alves (born 11 September 1964) is a Brazilian lawyer and evangelical pastor. She served as the Minister of Women, Families and Human Rights during the Presidency of Jair Bolsonaro from 2019 to 2022. She is the second female minister appointed to the new government as of December 2018. In the 2022 election, Damares was elected Senator for the Federal District. Quilombola
A ''quilombola'' () is an Afro-Brazilian resident of ''quilombo'' settlements first established by escaped slaves in Brazil. They are the descendants of Slavery in Brazil, Afro-Brazilian slaves who escaped from slave plantations that existed in Brazil until Abolitionism, abolition in 1888. Quilombolo
The Quilombola are an ethnic minority in Brazil. They live in closed communities, called quilombos. They trace back from slaves (mostly Angolan), brought to Brazil in the seventeenth century. One of their leaders was Chico Rei, a Congolese king captured and sold as a slave to a gold mine in Minas Gerais. He was the first to create a free quilombo. The word Quilombo comes from the Angolan word kilombo, which means "different." The quilombo was based on the African way of life, an African-European language was adopted and the religion they followed was a mixture of Christianity with African influences.
