Susanne Wiest (born 16 January 1967) is a German activist for the unconditional basic income. A childcare worker, Susanne Wiest is known in Germany for having launched a petition to the German Parliament asking for the implementation of a basic income in Germany of 1,000 euros a month. The petition went so viral that not only did it receive more than 52,000 signatures of support, but the hosting services were overloaded in the last days of the collection period, forcing the Bundestag to extend the duration of the petition by one week. The petition then was accepted and Wiest was invited for a hearing at the Bundestag's Commission of Petitions. The hearing took place on 8 November 2010 following which Wiest was featured in the German media. In June 2013, the petition was finally closed by the Parliament, thus depriving the supporters of basic income of any parliamentary debate on the issue. Unconditional Basic Income
Universal basic income (UBI) is a social welfare proposal in which all citizens of a given population regularly receive an unconditional transfer payment, that is, without a means test or need to work. It would be received independently of any other income. If the level is sufficient to meet a person's basic needs (i.e., at or above the poverty line), it is sometimes called a full basic income; if it is less than that amount, it may be called a partial basic income. No country has yet introduced either, although there have been numerous pilot projects and the idea is discussed in many countries. Some have labelled UBI as utopian due to its historical origin. Universal basic income in Germany (''German: Grundeinkommen'') has been discussed since the 1970s, with emphasis placed on its unconditional dimension by 2003. The universal basic income concept has many definitions, such as Philippe Van Parijs', which described it as the income paid by the government, at a uniform level and regular intervals to each adult citizen and permanent residents of the country. The Basic Income Earth Network's criteria constitute one of the most popular proposals and they include: 1) income must be paid to individuals instead of households; 2) income should be paid irrespective of income from other sources; and, 3) it must be paid without requiring performance of any work. Federal elections were held in Germany on 24 September 2017 to elect the members of the 19th Bundestag. At stake were at least 598 seats in the Bundestag, as well as 111 overhang and leveling seats determined thereafter. The Christian Democratic Union of Germany and the Christian Social Union of Bavaria (CDU/CSU), led by incumbent chancellor Angela Merkel, won the highest percentage of the vote with 33%, though it suffered a large swing against it of more than 8%. The Social Democratic Party of Germany (SPD) achieved its worst result since post-war Germany at 21%.
