The primary administrative divisions of South Africa are the nine provinces. The provinces are divided into metropolitan and district municipalities, with the district municipalities being further divided into local municipalities. Metropolitan and local municipalities are divided into wards. Party-list proportional representation (list-PR) is a subset of proportional representation electoral systems in which multiple candidates are elected (e.g., elections to parliament) through their position on an electoral list. They can also be used as part of mixed-member electoral systems. eThekwini Metropolitan Municipality is a metropolitan municipality created in 2000, that includes the city of Durban, South Africa and surrounding towns. eThekwini is one of the 11 districts of KwaZulu-Natal province of South Africa.
