Subbiah Arunachalam (born 1941) is a Chennai, India-based information consultant known for his campaigns in favour of open access for academic journals in developing countries. He has been associated with the M S Swaminathan Research Foundation. Career Linked with the Indian academic and scholarly communities for over three decades, Arunachalam has held posts of editor of scientific journals such as the Indian Journal of Technology, Journal of Scientific & Industrial Research, Indian Journal of Chemistry, Proceedings of the Indian Academy of Sciences, and Pramana (journal), Pramana. Stevan Robert Harnad (Hernád István Róbert, Hesslein István, born June 2, 1945, Budapest) is a Hungarian-born cognitive scientist based in Montreal, Canada. Education Harnad was born in Budapest, Hungary. He did his undergraduate work at McGill University and his graduate work at Princeton University's Department of Psychology. Harnad completed his Master of Arts degree in Psychology from McGill University in 1969, his Doctor of Philosophy degree from Princeton University in 1992. He was awarded an honorary doctorate by University of Liège in 2013. Research Harnad's research interests are in cognitive science, open access and animal sentience. National Knowledge Commission
National Knowledge Commission was an Indian think-tank charged with considering possible policies that might sharpen India's comparative advantage in the knowledge-intensive service sectors. It was constituted on 13 June 2005, by the then Prime Minister of India, Manmohan Singh. In particular, the Commission was to advise the Prime Minister's Office on policy related to education, research institutes and reforms needed to make India competitive in the knowledge economy. The Commission was to recommend reform of the education sector, research labs, and intellectual property legislation; as well as consider whether the Government could itself upgrade its use of the latest techniques to make its workings more transparent.
