Stephen Newman
Stephen Dwayne Newman (born October 15, 1964) is an American politician of the Republican Party. He has served in the Virginia General Assembly since 1991, first in the House (1991-1996) and then to the Senate of Virginia (1996–present). In 2016, Newman became president pro tempore of the Senate of Virginia. However, in the 2019 Virginia Senate election, although Newman won re-election from his district, Democrats won the majority. 2019 Virginia Senate Election
The 2019 Virginia Senate election was held on November 5, 2019, concurrently with the House election, to elect members to all 40 seats in the Senate of Virginia for the 161st Virginia General Assembly and the 162nd Virginia General Assembly. Same-sex Marriage In Virginia
Same-sex marriage in Virginia has been legal since October 6, 2014, following the decision of the U.S. Supreme Court not to hear an appeal of the Fourth Circuit Court of Appeals' ruling in ''Bostic v. Schaefer''. Same-sex marriages subsequently began at 1:00 p.m. on October 6 after the Fourth Circuit issued its mandate, and since then Virginia has performed legal marriages of same-sex couples and recognized out-of-state same-sex marriages. 2006 Virginia Question 1, the Marshall-Newman Amendment (also referred to as the Virginia Marriage Amendment) is an amendment to the Constitution of Virginia that defines marriage as solely between one man and one woman and bans recognition of any legal status "approximat ngthe design, qualities, significance, or effects of marriage". The amendment was ratified by 57% of the voters on November 7, 2006. It became part of the state Constitution as Section 15-A of Article 1. A safe seat is an electoral district (constituency) in a legislative body (e.g. Congress, Parliament, City Council) which is regarded as fully secure, for either a certain political party, or the incumbent representative personally or a combination of both. In such seats, there is very little chance of a seat changing hands because of the political leanings of the electorate in the constituency concerned and/or the popularity of the incumbent member. The opposite (i.e. more competitive) type of seat is a marginal seat. The phrase tantamount to election is often used to describe winning the dominant party's nomination for a safe seat. The Senate of Virginia is the upper house of the Virginia General Assembly. The Senate is composed of 40 senators representing an equal number of single-member constituent districts.
