The President of the House of Representatives of Puerto Rico —commonly called the Speaker of the House ( es, Presidente de la Cámara de Representantes)— is the highest-ranking officer and the presiding officer of the House of Representatives of Puerto Rico. The Speaker has voting powers as it is elected amongst the own members of the House as established by Article III of the Constitution of Puerto Rico. The Constitution, however, does not establish its functions and since the House is the only body authorized by the Constitution to regulate its own internal affairs, the functions of the Speaker vary from session to session—save being called "Speaker" as the Constitution establishes. The House of Representatives of Puerto Rico ( es, Cámara de Representantes de Puerto Rico) is the lower house of the Legislative Assembly of Puerto Rico, the bicameral territorial legislature of Puerto Rico. The House, together with the Senate, control the legislative branch of the government of Puerto Rico. The structure and responsibilities of the House are defined in Article III of the Constitution of Puerto Rico, which vests all legislative power in the Legislative Assembly. Every bill must be passed by the Senate and by the House, and signed by the governor in order to become law. The House has exclusive power to initiate impeachments and bring an indictment. The constitution also establishes that the appointment of the Secretary of State and the Comptroller require the advice and consent of the House, with all other appointments confirmed by the Senate alone. Rafael Arrillaga Torrens (1913–1960) was a Puerto Rican politician and medical doctor. He was born in Añasco, Puerto Rico on April 16, 1913. He attended primary and secondary school in his hometown and in Mayaguez. He earned a B.A. in mathematics and physics from the College of William & Mary, in Williamsburg, Virginia in 1932, and obtained his PhD degree in medicine from the Yale School of Medicine in 1936. José Tous Soto (October 2, 1874 – March 22, 1933) was a Puerto Rican politician and former Senator and Representative. Early years and education José Tous Soto was born in San Lorenzo on October 2, 1874. He graduated with a law degree from the University of Oviedo in Spain. Political career Party alliance Tous began his political career with the Liberal Fusionist Party, led by Luis Muñoz Rivera. He then joined the Republican Party. Cayetano Coll y Cuchí (June 21, 1881 – 1961) was a politician, writer and an advocate of Puerto Rican Independence. Juan Bernardo Huyke Bozello (June 11, 1880 – December 17, 1961) served as acting governor of Puerto Rico several months in 1923. Background Huyke was born in Arroyo, Puerto Rico on June 11, 1880. He was the son of Don Enrique Huyke and Doña Carmen Bozello. His father, who was a principal of a school in Arroyo, named Huyke after his grandfather (Bernardo H. Huyke) who lived with family on the island of Curaçao in 1891. At the age of 21 Juan Bernardo Huyke began his career as an English teacher at a school in Arroyo.
