South African Local Government Association
The South African Local Government Association (SALGA) is a national, voluntary political association in South Africa. It is a public entity composed of South Africa's local governments. The association's members are made of all South Africa's 257 local governments. The purpose of the SALGA is to represent local governments of South Africa at various stages and levels of government. It supports local governments in their efforts of development, assists members in varying ways, and even works to promote women in local government. There has been criticism that the SALGA is weak and ineffective at representing local government interests. The Constitution of South Africa is the supreme law of the Republic of South Africa. The National Endowment for Democracy (NED) is an organization in the United States that was founded in 1983 for promoting democracy in other countries by promoting political and economic institutions such as political groups, trade unions, free markets and business groups. The National Council of Provinces (NCOP) is the upper house of the Parliament of South Africa under the (post-apartheid) constitution which came into full effect in 1997. It replaced the former Senate, but is very similar to that body, and to many other upper houses of legislatures throughout the world, in that its purpose is to represent the governments of the provinces, rather than directly representing the people. Composition The NCOP consists of ninety delegates, ten delegates for each of the nine provinces regardless of the population of the province. Each province is equally represented in the NCOP. 2006 South African Municipal Elections
Municipal elections were held in South Africa on 1 March 2006, to elect members to the local governing councils in the municipalities of South Africa. The municipalities form the local government of South Africa and are subdivisions of the provinces, thus making them responsible for local service delivery, such as electricity, water and fire services. All major political parties, excepting the SACP who are members of the Tripartite alliance, fielded candidates in the election. The expected winner, the African National Congress (ANC) won the majority of seats nationwide, with 66.3% of the vote. Arena Holdings, formerly known as Tiso Blackstar Group, Johnnic Communications, Avusa and Times Media Group, is a media company in South Africa.
