Sidiki Abass
Bi Sidi Souleymane (July 20, 1962 – March 25, 2021), also known as Sidiki Abass, was a leader of the Central African Republic (CAR)-based militia group Return, Reclamation, Rehabilitation (3R). The group has killed, tortured, raped, or forcibly displaced thousands of people since 2015, and Souleymane himself has also directly participated in torture. On May 21, 2019, in northwest CAR’s Ouham-Pendé province, 3R killed at least 46 unarmed civilians. On August 7, 2020, Souleymane was sanctioned by the United States government under Executive Order 13667 and listed in the Specially Designated Nationals and Blocked Persons List. Bocaranga
Bocaranga is a sub-prefecture in the prefecture of Ouham-Pendé in Central African Republic. The city must not be confused with Bocaranga I, Bocaranga II, Bocaranga III and Bocaranga IV. These are smaller villages along the road from Bocaranga to Bouar History The village of Bocaranga was ceded to German Kamerun on 4 November 1911. It went back to French Oubangi-Chari rule in 1914. In 1946 it became a district and on January 23, 1961 it became a sous-préfecture within the newly independent Central African Republic. Bossembélé
Bossembélé is a small town in Yaloke-Bossembele, in the Ombella-M'Poko Prefecture of the Central African Republic, lying 157 miles north west of Bangui on the main road to Cameroon. It is known for its Market (place), market and its Nightlife (activity), nightlife and is home to a movie theater, cinema and an Bossembélé Airport, airstrip. The Lambi Falls lie near the town. History On 23 March 2013 Séléka rebels took control of Bossembélé. On 16 January 2014 anti-balaka entered the town killing 43 people. 2019 Ouham-Pendé Killings
On 21 May 2019 at least 46 unarmed civilians were killed by rebels from Return, Reclamation, Rehabilitation armed group in Ouham-Pendé prefecture in the Central African Republic including at least 32 in Koundjili and Lemouna and nine in Bohong. Three generals responsible for killing were convicted of war crimes and crimes against humanity in 2022. Attacks Lemouna and Koundjili On 21 May 2019, the day of the attack, villagers in Loura reported seeing 14 motorbikes coming from Létélé (where 3R has a base) heading towards Lemouna-Koundjili, but only four returned. Just before noon, 14 motorbikes with around three uniformed elements on each – apart from one non-uniformed element - stopped in Lemouna village.
