Senate Of Palau
The Senate of Palau is the upper house of the Palau National Congress (''Olbiil era Kelulau''). The Senate has 13 members serving four-year terms in multi-seat constituencies. No political parties exist. The most recent election was held on 3 November 2020. Membership The Constitution does not indicate the number of a members of the Senate. Every 8 years, the National Congress appoints a reapportionment commission to draw up and recommend a district map allocating seats in accordance with the population. Therefore, the number of senators may change as frequently as every 8 years. Any voter can challenge a reapportionment before the Palau Supreme Court. During the first legislature in 1981, there were 18 Senators, which was reduced to 14 in 1984. In 2000, the number dropped to 9, but in 2008, the number rose to 13, before dropping again to 11 in 2016. Committees The Senate of Palau has 12 standing committees. Olbiil Era Kelulau
Palau has a bicameral legislature, the Palau National Congress (''Olbiil era Kelulau''), consisting of the House of Delegates and the Senate of Palau, which both sit at the capitol complex in Ngerulmud, Melekeok State. The House of Delegates has 16 members, each serving four-year terms in single-seat constituencies. The Senate has 13 members, also serving four-year terms in multi-seat constituencies. In the last elections, held in 2020, only non-partisans were elected; no political parties exist. The congress is called Olbiil Era Kelulau (“OEK”) in Palauan or “House of Whispered Decisions". Seit Andres
Seit Andres is a Palauan politician and President of the Senate of Palau from September 1999 to December 2004. Andres was born on 4 May in Melekeok. He graduated from Xavier High School in Truk. He has an arts degree and a degree in economics from the University of Hawaiʻi at Mānoa. Andres worked in Palau Community Action Agency and as an administrative assistant for the Palau Port Authority. In the administration of President Lazarus Salii, he served as the chairman of an advisory task force on Compact of Free Association. He was an advisor to the Melekeok State constitutional convention, and he served in the Melekeok State legislature and the Melekeok State Lands Authority from 1992 to 2000. Peter Sugiyama
Peter Lawrence Naoya Sugiyama (April 19, 1943–June 10, 2007) was a Palauan politician. Personal life Sugiyama's father was a Japanese immigrant. He moved to Koror in 1914 at the invitation of his uncle, after the Japanese Empire seized control of the islands as part of its World War I invasion of German New Guinea (which control would later be formalised by the League of Nations as the South Seas Mandate). He began his new life there as a teacher, but would go on to manage a fruit packing company and a cafe. He married Rosang Sayoko Serek, the daughter of a local chieftain. Peter Sugiyama himself was born to Hayato and Rosang on April 19, 1943. Joshua Koshiba
Joshua Koshiba (born 10 December 1943) is a former member of the Senate of Palau. After his re-election in 2004, he became the longest-serving member of that body in the history of Palau. Koshiba was elected seven consecutive terms as Senator from 1980 to 2008. Political career Koshiba was born in Peleliu. He graduated from the University of Guam, holding a degree in mathematics. Koshiba was first elected to the Palauan Senate in 1980. In 1984, he became chairman of the Senate Committee on Foreign Affairs. In 1986, he became Senate President, a post which he held until 1991. Isidoro Rudimch (4 April 1942 – 31 August 1999) was a Palauan entrepreneur, politician and President of the Senate of Palau. Rudimch was born 4 April 1942 in Koror. He attended Xavier High School in Truk, and St. Joseph High School in Hilo and Chaminade College in Hawai'i. He was an entrepreneur in Koror. Rudimch was elected as a member of the Congress of Micronesia lower house, House of Representatives, in 1970s. Rudimch was a candidate for Vice President of Palau in the 1980 elections, but did not succeed. Rudimch was elected to the Senate of Palau four times, from January 1985 until his death. Kaleb Udui
Kaleb Udui (27 September 1934 – 20 August 1989) was a Palauan politician and attorney who was the first President of the Senate of Palau. He was born 27 September 1934 in Ngaraard. He was the first Micronesian lawyer ever graduated from a law school, namely George Washington University Law School. He served as legislative counsel to the Congress of Micronesia from 1965 to 1976. In the 1976 elections he was elected as a senator from Palau district to the Congress of Micronesia for the term 1976–1978. He was then elected as a member of Palau legislature from 1978 to 1979. Jerrlyn Uduch Sengebau Senior
J. Uduch Sengebau Senior (born 1965, Ngerbeched, Koror, Palau) is a Palauan lawyer, judge, and politician who has served as the Vice President of Palau since 2021. She was previously a member of the Senate of Palau from 2013 until she took office as Vice President. Senior attended Catholic primary school in Palau before receiving her high school education in Waiakea High School, Hawaii, from where she graduated in 1983. She subsequently studied at the University of Hawaii, receiving a Bachelor of Arts and then graduating with a Juris Doctor degree in 1993. She returned to work in Palau as a staff attorney of the Micronesian Legal Services Corporation, and also worked as an assistant attorney general, an associate judge of the Land Court and an associate justice pro tem of the appellate division of the Supreme Court of Palau.
