The parliament of Poland is the bicameral legislature of Poland. It is composed of an upper house (the Senate) and a lower house (the Sejm). Both houses are accommodated in the ''Sejm'' complex in Warsaw. The Constitution of Poland does not refer to the Parliament as a body, but only to the Sejm and Senate. Members of both houses are elected by direct election, usually every four years. The Sejm has 460 members, while the Senate has 100 senators. To become law, a bill must first be approved by both houses, but the Sejm can override a Senate refusal to pass a bill. The Civic Coalition ( pl, Koalicja Obywatelska, KO)) is a catch-all political alliance in Poland. The alliance was formed around Civic Platform in opposition to the ruling Law and Justice (PiS) party. The coalition's name uses a play on words with ''Ja Obywatel'', which translates to "I, Citizen". A city with powiat rights ( pl, miasto na prawach powiatu) is in Poland a designation denoting 66 of the 107 cities (the urban gminas which are governed by a city mayor or ''prezydent miasta'') which exercise also the powers and duties of a county ( pl, powiat), thus being an independent city. Sometimes, such a city will also be referred to in Polish as city county ( pl, powiat grodzki); this term however is not official (it was used during the interwar times of the Second Polish Republic).
