''Sea Gem'' was the first British jack-up oil rig, known for its collapse off the coast of Lincolnshire on 27 December 1965, after two of its steel support legs buckled and the rig capsized, resulting in 13 fatalities. Background In the early 1960s, oil companies had found some crude oil in Great Britain, as well as in the Netherlands and Germany, and suspected that there was more to be found under the North Sea. Barriers had to be overcome before it was to be possible to search for oil and gas. There had been no international agreements that addressed the rights to the various minerals and areas outside the limit. A jackup rig or a self-elevating unit is a type of mobile platform that consists of a buoyant Hull (watercraft), hull fitted with a number of movable legs, capable of raising its hull over the surface of the sea. The buoyant hull enables transportation of the unit and all attached machinery to a desired location. Once on location the hull is raised to the required elevation above the sea surface supported by the sea bed. The legs of such units may be designed to penetrate the sea bed, may be fitted with enlarged sections or footings, or may be attached to a bottom mat. Generally jackup rigs are not Marine propulsion, self-propelled and rely on Tugboat, tugs or heavy lift ships for transportation. Helipad
A helipad is a landing area or platform for helicopters and powered lift aircraft. While helicopters and powered lift aircraft are able to operate on a variety of relatively flat surfaces, a fabricated helipad provides a clearly marked hard surface away from obstacles where such aircraft can land safely. Larger helipads, intended for use by helicopters and other vertical take-off and landing aircraft (VTOL), may be called ''vertiports.'' An example is Vertiport Chicago, which opened in 2015. The Mineral Workings (Offshore Installations) Act 1971 (1971 chapter 61) is an Act of the Parliament of the United Kingdom which provided for the safety, health and welfare of people on installations undertaking the exploitation of, and exploration for, mineral resources in UK offshore waters. Background The exploration for natural gas under the United Kingdom’s sector of the North Sea began in 1964. The first gas was found in September 1965 by the self-elevating drilling rig ''Sea Gem''. Tragically, on 27 December 1965 ''Sea Gem'' collapsed and sank 43 miles east of the Humber. Thirteen of the crew of 32 were killed. A tribunal was appointed in February 1967 to establish the circumstances of the accident. The hearing lasted 29 days, and the tribunal report was published on 26 July 1967. Offshore Installation Manager
The Offshore Installation Manager (OIM) is the most senior manager of an offshore platform operating on the UKCS. Many offshore operators have adopted this UK offshore management model and title and applied it to their operations in all global regions irrespective of the local regulations in force. In the UK the individual must be officially registered as an OIM with the Offshore Safety Division of the Health and Safety Executive and the OIM is responsible for the health, welfare and safety of the personnel on board the installation, whether a drilling rig, production platform or a support vessel (e.g. a flotel). The OIM position had arisen in part from the Inquiry into the 1965 Sea Gem disaster, in which the ''Sea Gem'' drilling rig collapsed and sank in the southern sector of the North Sea with a loss of 13 lives.
